ITEM 2: CONSIDERATION OF AUTHORIZATION TO EXECUTE 3-YEAR STANDARD AGREEMENT WITH THE CALIFORNIA STATE UNIVERSITY SACRAMENTO FOUNDATION (CSUS) TO COORDINATE UNDERGROUND STORAGE TANK PROGRAM TRAINING CLASSES

DISCUSSION: Pursuant to current and previous Federal EPA grant workplans, Underground Storage Tank (F/UST) Program, the State Water Resources Control Board (SWRCB) UST Program is to provide training for local agency inspectors, State staff, and others regarding leak detection, tank installation, tank removal, and other areas regarding USTs.

POLICY ISSUE: Should the SWRCB authorize the Executive Director or his designee to enter into a 3-year standard agreement with CSUS to coordinate UST Program training classes?

FISCAL IMPACT: Expenditure authority for this agreement, including any amendments thereto, will not exceed $700,000 over the next 3 years beginning in Fiscal Year 1998-99. Funding for the first year will come from the current F/UST grant and UST Cleanup Funds. Funding for subsequent years is expected to come from future F/UST grants and UST Cleanup Funds.

STAFF RECOMMENDATION: That the SWRCB authorize the Executive Director or his designee to enter into a 3-year standard agreement with CSUS to provide services for coordinating UST Program training classes in an amount not to exceed $700,000, including any amendments thereto, over the next 3 years beginning with Fiscal Year 1998-99, subject to available funding.

CONSIDERATION OF AUTHORIZATION TO EXECUTE 3-YEAR STANDARD AGREEMENT WITH THE CALIFORNIA STATE UNIVERSITY SACRAMENTO FOUNDATION (CSUS) TO COORDINATE UNDERGROUND STORAGE TANK PROGRAM TRAINING CLASSES


WHEREAS:

1. Current and previous USEPA Underground Storage Tank (F/UST) Program grants awarded to the State Water Resources Control Board require training classes be provided to local implementing agencies, State staff, and others. These classes are to cover leak detection, tank installation, tank removal, and other subjects related to USTs.

2. A 3-year agreement will reduce State Water Resources Control Board administrative time in preparing annual contracts and allow more time to work with those involved with the training classes (CSUS, speakers, etc.).

3. Partial funding for this agreement is included in the current year F/UST grant, along with UST Cleanup Funds, and similar funding is expected to be included in future F/UST grants.

4. Expenditure authority for this agreement, including any amendments thereto, will not exceed $700,000 over the next 3 years beginning in Fiscal Year 1998-99.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board authorize the Executive Director or his designee to enter into a 3-year agreement with CSUS, not to exceed $700,000, including any amendments thereto, to provide services for coordinating UST Program training classes.
