DISCUSSION:The proposed order remands Waste Discharge/Water Reclamation Requirements to the RWQCB to reevaluate effluent limitations that may not be protective of groundwater and may be causing impacts on irrigated plants.
POLICY ISSUE:Shall the SWRCB remand the Requirements to the RWQCB in order to assure protection of groundwater quality and irrigated plants?
FISCAL IMPACT:None.
RWQCB IMPACT:RWQCB would be required to reopen the permit and hold a new hearing.
STAFF RECOMMENDATION:Adopt the proposed order.
