APPROVAL OF A STATE REVOLVING FUND (SRF) LOAN COMMITMENT CHANGE FROM STATE FISCAL YEAR (SFY) 2000 – 2001 ACCOUNT TO SFY 1999 – 2000 ACCOUNT, BODEGA BAY PUBLIC UTILITY DISTRICT (DISTRICT), SRF LOAN PROJECT NO. C-06-4615-110

 

DISCUSSION

 

On October 21, 1999, the State Water Resources Control Board (SWRCB) adopted Resolution No. 99-096, and committed $1.9 million of SRF from the SFY 2000 – 2001 account for the construction of the District’s wastewater treatment plant, storage, and disposal improvements.  The project is ahead of schedule, and bids were opened on February 15, 2000.  The funding should be from the SFY 1999 – 2000 account instead of the SFY 2000 – 2001 account.  Making the change will allow the SWRCB to issue the loan contract to meet the District’s construction schedule.

 

POLICY ISSUE

 

Should the SWRCB approve the SRF loan funding commitment change from SFY 2000 – 2001 account to SFY 1999 – 2000 account for the proposed project, including a 20 year repayment period, with the first repayment due one year after completion of construction?

 

RWQCB IMPACT

 

North Coast Regional Water Quality Control Board – Making the “account change” will allow the District to start the construction on schedule and avoid waiting until after July 1, 2000, for the SRF loan contract or funding this project cash flow for the first few months of construction from other sources.

 

FISCAL IMPACT

 

No significant fiscal impact because the $1.9 million in SRF is already committed to the project.

 

STAFF RECOMMENDATION

 

The SWRCB adopts a resolution approving a SRF loan commitment of $1.9 million from the SFY 1999 - 2000 account instead of the SFY 2000 – 2001 account for the proposed project, with a repayment period of 20 years, and with the first repayment due one year after completion of construction.

APPROVAL OF A COMMITMENT CHANGE

FOR THE STATE REVOLVING FUND (SRF) LOAN

FOR TREATMENT PLANT, STORAGE, AND DISPOSAL IMPROVEMENTS

BODEGA BAY PUBLIC UTILITY DISTRICT (DISTRICT)

SRF LOAN PROJECT NO. C-06-4615-110

 

WHEREAS:

 

1.  On October 21, 1999, the State Water Resources Control Board approved a preliminary loan commitment (per Resolution No. 99 - 096) of $1.9 million from the State Fiscal Year (SFY) 2000 - 2001 SRF account to the District for the construction of Wastewater Treatment Plant, Storage, and Disposal Improvements;

 

2.  To meet the District’s construction schedule, the funding source should be changed to the SFY 1999-2000 account from the SFY 2000 - 2001 account; and

 

3.  Sufficient funds are available with the SFY 1999 - 2000 account.

 

THEREFORE BE IT RESOLVED THAT:

 

The State Water Resources Control Board approves the transfer of the preliminary SRF loan commitment of $1.9 million from SFY 2000 – 2001 account to the SFY 1999 - 2000 account for the Bodega Bay Public Utility District for construction of the Wastewater Treatment Plant, Storage, and Disposal Improvement Project, with a repayment period of up to 20 years, and the first repayment due one year after completion of construction.
