SUBJECT:       AUTHORIZATION TO THE EXECUTIVE DIRECTOR TO NEGOTIATE AND EXECUTE AN INTERAGENCY AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF WATER RESOURCES (DWR) FOR MODELING SERVICES

 

DISCUSSION:  The Division of Water Rights proposes to enter into an interagency agreement with the DWR to support improvements to the DWR’s Central Valley water projects operations model using a portion of these resources.  This model is the principal model used to analyze the water supply effects of regulatory and operational changes on water projects in the Central Valley.  The improved model will be used in the future by the Division of Water Rights staff to investigate the effects of water right decisions and changes in water quality and flow objectives for the Bay-Delta system.  This agreement encumbers $325,000 in the current year and allocates $75,000 for FY 99-00, and  $125,000 per year for each of two years thereafter.  Authorization by the State Water Resources Control Board (SWRCB) is required because this contract is for an amount in excess of $200,000.

 

POLICY ISSUES:   Should the SWRCB authorize the Executive Director, or his designee, to execute an interagency agreement with the DWR?

 

FISCAL IMPACT:  This activity is within the budgeted resources.  The SWRCB received a budget augmentation of $250,000 in FY 99-00 to support Bay-Delta modeling needs. Additional old bond contract resources ($75,000) will be used to augment this allocation.

 

STAFF RECOMMENDATION:  That the SWRCB adopt the resolution to authorize the Executive Director, or his designee, to negotiate and execute the interagency agreement with the DWR.

RESOLUTION NO. 2000-____

 

AUTHORIZING APPROVAL OF AN INTERAGENCY AGREEMENT BETWEEN THE DEPARTMENT OF WATER RESOURCES (DWR)

AND

 THE STATE WATER RESOURCES CONTROL BOARD (SWRCB)

FOR MODELING SERVICES

 

 

WHEREAS:

 

1.  Water Code Section 13170 authorizes the SWRCB to adopt water quality control plans.  Water Code Sections 13240 et seq. requires plans to be reviewed periodically.

 

2.  The DWR conducts planning studies to determine the effects of operational and regulatory changes on the State Water Project and the Central Valley Project;

 

3.  The DWR intends to make improvements to the modeling process to increase the efficiency and flexibility of the model;

 

4.  The proposed modeling enhancements will benefit the SWRCB in its environmental review and decision-making process related to the development and implementation of water quality control plans for the San Francisco Bay/Sacramento San Joaquin Delta Estuary.

 

THEREFORE BE IT RESOLVED:

 

That the SWRCB authorizes the Executive Director or his designee to negotiate, execute, and amend, if necessary, an interagency agreement with the DWR for $325,000 for modeling services.
