Listed below are links to various Water Board letters sent to Olin Corporation and Standard Fusee. Also included are letters received from the City of Morgan Hill. These letters contain all important orders and case correspondences.
 
Bottled Water Termination Comments
Under this link are documents concerning the Water Board's involvements with Olin's termination of bottled water for well users in the Llagas Subbasin.
 
Alternative Water Supply Workplan Comments
Click on the link above to view letters related to the Water Board's request for Olin to supply alternative water to well owners whose wells exceed the Office of Environmental Health Hazard Assessment's current Public Health Goal.
 
Northeast Perchlorate Investigation Comments
Here you will find the Water Board's Notice of Violation sent to Olin due to their submission of a late and incomplete Northeast Groundwater Report. Also found here are comments on Olin's Groundwater Flow Assessment Workplan. The Groundwater Flow Assessment Workplan outlines Olin's plan to determine if perchlorate detections between the former Olin site and the northeasterly located supply wells were related.
 
Llagas Subbasin Monitoring Plan Comments
The Llagas Subbasin Monitoring Plan was put forth by CAO R3-2004-0014 which required Olin to delineate and monitor the perchlorate plume emanating from the former Olin site. All letters by the Water Board related to this plan can be found by clicking on the above link.
 
Comments on Standard Fusee's request for Non-Discharger Status
Under the above link is the Water Board's response to Standard Fusee's request to be issued a determination that they were not a discharger of perchlorate at 425 Tenant Ave., Morgan Hill, California.
 
Cleanup or Abatement Orders (CAO)
Important milestones for the Olin perchlorate case are included in the Water Board's CAOs. The CAOs include all requirements determined by the Water Board of Olin and Standard Fusee to fulfill. These CAOs and the Water Board's responses to the responsible party petitions can be found under this link.
 
Onsite Groundwater Treatment
The above link contains documents sent by the Water Board appropriating Olin's discharge of perchlorate-treated water into onsite injection wells instead of the Butterfield retention pond. Also included is the Water Board's Waiver of Waste Discharge Requirements for the discharge of perchlorate-treated water.
 
Groundwater Monitoring Report Comments
By clicking on the above link, you will find the Water Board's reviews and comments on Olin's quarterly Groundwater Monitoring Report as required by Reporting Program No. 2001-161. The reports contain updated on, and off-site hydrology, perchlorate well concentrations, and analyses measuring the extent of the Morgan Hill perchlorate plume.
 
Groundwater Cleanup Report Comments
This link contains current letters on Olin's 45% Design Report for Full-Scale Remediation of On-Site Groundwater, General Waivers for Specific Types of Discharges, and the disposition of Olin's Phase 3 Soil and Groundwater Investigation Workplan. These workplans serve to fill data gaps identified in previous groundwater investigations, to present plans for initiating, to maintain on-site groundwater treatment systems, and to determine the extent of offsite perchlorate contamination. The submittal of these reports are critical in ensuring timely groundwater investigations for all affected areas.
 
Soil Cleanup Report Comments
Here you will find the Water Board's comments on Olin's Remedial Action Work Plan & 90% Design report for Soil Remediation, and Resolution No. R3-2004-0119, Waiver of Waste Discharge Requirements for Remediation of On-site Soil. These reports detail the design and implementation of the currently utilized soil treatment method: focused excavation and ex-situ bioremediation coupled with in-situ bioremediation.
