Public Review - Carmel-by-the-Sea SWMP

The General Permit for the Discharge of Storm Water from Small Municipal Separate Storm Sewer Systems, Water Quality Order No. 2003-0005-DWQ (Small MS4 Permit), requires small municipalities and urbanized areas to develop and implement a Storm Water Management Program (SWMP) designed to reduce the discharge of pollutants through their MS4s to the Maximum Extent Practicable (MEP).

The City of Carmel-by-the-Sea has developed and submitted a SWMP to Central Coast Water Board staff which will bring Carmel-by-the-Sea into the Monterey Regional SWMP.  The Central Coast Water Board found the Monterey Regional SWMP met the MEP standard and approved it in 2007.  Central Coast Water Board staff has reviewed the Carmel-by-the-Sea SWMP and determined that it meets the MEP standard.

The Carmel-by-the-Sea SWMP is available for public review until April 30, 2008.  During this review period, a member of the public may request a public hearing be held by the Central Coast Water Board.  Requests for public hearing must be submitted in writing to the address below by 5:00 pm on April 30, 2008, and must contain a summary of the reason or reasons the hearing is being requested. 

If there are no requests for a hearing, Small MS4 permit coverage for Carmel-by-the-Sea will begin on May 1, 2008.
