Enrollment Strategy for Traditional Municipal Separate Storm Sewer Systems (MS4s) in the Central Coast Region

 

Summary of the Enrollment Process

At the December 7, 2007 Meeting, the Central Coast Water Board approved Water Board staff’s Enrollment Strategy for the remaining 24 un-enrolled traditional MS4s under the Phase II General Permit for Stormwater Discharges.  Staff proposed assembling the MS4s into eight groups based on the MS4s’ inherent similarities, geographic location, associated watershed, and uniqueness.

Notification Process

In a letter dated February 15, 2008, Water Board staff notified all non-enrolled Attachment 1 and 2 MS4s about the phases of the enrollment process, the MS4 groupings, the timing of each enrollment cycle, and the expected content of Storm Water Management Plans (SWMPs).  Notification Letter

In a letter dated July 10, 2008, Water Board staff provided follow-up to the February 15 Notification Letter with clarification of expectations regarding the content of SWMPs. Follow-up Letter

 

Enrollment Cycles

Each enrollment cycle will include five phases, completed over a period of 33 to 38 weeks, depending on the complexity of the cycle. The following is a brief description of each phase (see the December 7, 2007, Staff Report for detailed explanation of each phase of the enrollment cycle).
