Crop Safety
The General Order requires that wastes and land application areas shall be managed to prevent contamination of crops grown for human consumption. On 21 May 2008, the Central Valley Water Board sent the above letter to dairy owners/operators whose Existing Condition Reports indicated that their dairy is applying manure and/or process wastewater to crops grown for human consumption. Finding a Specialist
- How to Find a Specialist Certified in Developing Nutrient Management Plans
To help people that own/operate dairies find a specialist certified in developing nutrient management plans. The California Regional Water Quality Board requires owners and operators to utilize a specialist that is certified in developing nutrient management plans. Click on "Find a CCA" from the Certified Crop Adviser website to locate a specialist.

Monitoring and Reporting Program No. R5-2007-0035 (MRP) requires existing milk cow dairies to conduct nutrient and groundwater monitoring. The MRP does not identify complete sampling procedures to be followed for this monitoring. The sampling and analytical procedures listed for nutrients (process wastewater, manure, plant tissue, soil, and irrigation water) and groundwater are approved methods. Monitoring and Reporting Program No. R5-2007-0035 (MRP) requires existing milk cow dairies to sample discharges of storm water and waste water for total and un-ionized ammonia. The MRP does not identify a procedure to be followed for this monitoring. This report and its two attachments provide the technical basis for the use of test strips to determine total and un-ionized ammonia in storm water and tailwater.

Luhdorff and Scalmanini, Consulting Engineers has prepared a Monitoring and Reporting Workplan and Monitoring Well Installation and Sampling Plan (Workplan) on the behalf of the Central Valley Dairy Representative Monitoring Program (CVDRMP). This Workplan was prepared to establish a representative groundwater monitoring program in accordance with the Central Valley Regional Water Quality Control Board's (Central Valley Water Board) Order No. R5-2007-0035 Waste Discharge Requirements General Order for Existing Milk Cow Dairies and the associated revised Monitoring and Reporting Program that allows a representative monitoring program as an alternative to installing groundwater monitoring wells on an individual basis.

- Public Review Draft: Phase 2 Monitoring and Reporting Workplan and Monitoring Well Installation and Sampling Plan
To continue with the implementation of the Representative Groundwater Monitoring Program, Luhdorff and Scalmanini prepared a draft Phase 2 Monitoring and Reporting Workplan and Monitoring Well Installation and Sampling Plan (Phase 2 Workplan) that would expand the monitoring program into the counties of San Joaquin, Madera, Fresno, Kings, Tulare, Kern, Tehama, and Glenn. Provided below is a digital copy of the draft Phase 2 Workplan. Central Valley Water Board staff is currently reviewing the draft Phase 2 Workplan and will consider all written comments regarding the workplan submitted by 5 p.m. on 23 July 2012. In addition, Central Valley Water Board staff will be holding a meeting on 18 July (see below) to update interested parties on the progress of the Representative Groundwater Monitoring Program and hear verbal comments regarding the draft Phase 2 Workplan.
