The Central Valley regulates several types of confined animal facilities, including dairies, feedlots, poultry facilities, and horse facilities. Currently, the Confined Animal Facility Program primarily focuses on dairies. Central Valley Water Board staff plans to draft General Waste Discharge Requirements for feedlots and for poultry facilities.

Over 1,300 dairies are located in the Central Valley. On 3 October 2013, the Central Valley Water Board adopted Reissued Waste Discharge Requirements General Order for Existing Milk Cow Dairies, Order No. R5-2013-0122, 2.61 MB*, PDF (PDF Info), which replaced the original Dairy General Order General Order R5-2007-0035 adopted on 3 May 2007. This order serves as general waste discharge requirements for discharges of waste from existing milk cow dairies of all sizes. It includes requirements for corrals, production areas, and land application areas and requires each dairy to fully implement a Waste Management Plan and a Nutrient Management Plan.
