Draft Program Environmental Impact Report – July 2010

On 28 July 2010, the Central Valley Water Board released a Draft Program Environmental Impact Report (PEIR) for  the Long-term Irrigated Lands Regulatory Program (ILRP) within the Central Valley Region. The Draft PEIR provides programmatic analysis of impacts resulting from the implementation of five programmatic alternatives and a Central Valley Water Board staff recommended alternative for regulating waste discharges from irrigated agricultural lands (the staff recommended alternative is described and analyzed in Appendix A of the Draft PEIR). The public review and comment period for the Draft PEIR is from July 28th until September 27th, 2010.

Jones and Stokes Associates (JSA) was selected to prepare an Environmental Impact Report (EIR) for an Irrigated Lands Water Quality Regulatory Program, which will be developed with several opportunities for public input. The contract was signed in July 2005. A key first step in developing the EIR is for JSA to prepare an Draft Existing Conditions Report, which will describe the current regulatory setting, surface water conditions, and ground water conditions within the Sacramento, San Joaquin, and Tulare Lake Basins. EIR public outreach meetings and draft reports will be posted as they become scheduled and produced.
