Monitoring and Reporting Program Plans

The Conditional Waiver (Order R5-2006-0053) requires that Coalition Groups under Order R5-2008-0005 and Individual Dischargers under Order R5-2003-0827 prepare and implement Monitoring and Reporting Program (MRP) plans and submit them to the regional Board for approval.  Additionally, under the Conditional Waiver, three Coalition-specific MRP Orders have been adopted for the California Rice Commission, the Sacramento Valley Water Quality Coalition, and the Westside Coalition, respectively.  To view electronic versions of the MRP plans and Coalition-specific Orders, click on the links below.

A Monitoring Design Guidance document was developed by the Irrigated Lands Program Technical Issues Committee and SCCWRP to describe monitoring design principles and approaches for the development of a Coalition-specific Monitoring and Reporting Program Plan (MRP Plan). This guidance also includes flow diagrams that illustrate the decision-making steps that should be followed at various steps of developing and implementing the MRP Plan. Unlike the Tentative MRP Order for Coalition Groups, this document is non-regulatory and does not contain compliance requirements.

Monitoring Report Reviews

Monitoring and Reporting Program Order No. R5-2008-0005 requires that coalitions submit periodic monitoring reports. These reports are available for review upon request.
