The Board relies on the CV-SALTS Technical Advisory, Public Education and Outreach, Social and Economic Impact and Executive committees and the interested parties that participate in these meetings to provide recommendations on salt and nitrate issues as they relate to the Regional and State Board.  Brief summaries of Board-related issues considered by CV-SALTS committees over the past year along with associated documents are provided below.

  • March 2012
    The Technical Advisory Committee will review and provide comments and recommendations regarding questions and issues, 197 KB, PDF (PDF info) related to a site-specific study EC report and site-specific EC study workplans, 27 KB, PDF (PDF info) submitted to the Regional Water Board.

  • July 2010
    The Technical Advisory Committee heard a presentation, 70 KB, PDF (PDF info) by Regional Board staff on a site-specific EC study report, 637 KB, PDF (PDF info) prepared by UC Davis, which was required by their wastewater treatment plant NPDES permit. The study utilized a model to calculate a recommended site-specific EC standard for Putah Creek, which receives the effluent from the plant. Staff described the model and its results, and compared them with the Hoffman model, which has previously been reviewed by the TAC. Staff also requested comments from the TAC on the model and on some of the questions surrounding both this model and the Hoffman model. Contact Jim Martin by phone at (916) 464-4685 with questions.   • June 2010
    The Public Education and Outreach Committee continue to analyze the information received at the Tulare and Woodland workshops in April. The analysis will result in a summary document that the Executive Committee will consider as they frame their Project--the regional salt management plan--and prepare for the Project’s CEQA scoping meeting (date has not been set yet).
    The Technical Advisory Committee discussed what type of data the committee and subcommittees should collect as well as what to do with that data once it was obtained.  The discussion will continue through the next committee meeting.

  • April 2010
    The Public Education and Outreach Committee hosted public workshops in Tulare and Woodland to gather information on existing and emerging salt issues of local interest. The information will help define existing conditions and identify specific concerns in two sub-regions where specific salt regulatory questions have been raised.
    The Technical Advisory Committee discussed the transition of the San Joaquin River upstream salt and boron Basin Plan Amendment from the Regional Board to CV-SALTS.

  • March 2010
    Regional Board staff presented information to the Technical Advisory Committee regarding a draft report they had just completed on a methodology for establishing salinity objectives to protect agricultural beneficial uses of the lower San Joaquin River upstream of Vernalis. The report includes site-specific data and data derived from a steady-state soil salinity model, using the approach of Dr. Glenn J. Hoffman. Staff explained that, although they present modeling results for consideration in the report, actual selection of protective salinity thresholds includes a number of policy considerations such as effective rainfall, selection of most sensitive crop to salinity, yield, water uptake model, and leaching fraction. Model results presented in the report could serve as technical input as part of the Basin Planning process. The report can be dowloaded through the link below.     The Public Education and Outreach Committee continued preparations for workshops to be held in April to solicit public input that will be used to frame the regional Salt and Nitrate Management Plan. The Salt Plan (the Project) will be the foundation of basin plan amendments that the salt committees plan to propose in 2015. The goal of the workshops is to obtain the information needed to develop a detailed project description that will identify the existing conditions that the Project will seek to improve, the anticipated beneficiaries of the Project, the area affected by the Project, the timeframe and other elements that workshop participants and committee members identify as important to implementation of the CV-SALTS Salt and Nitrate Management Plan. Project scoping is anticipated for later this year; after the information gathered at the workshops is discussed among the committees and Project needs are weighed against Project resources.

    The technical advisory committee received information about the State Water Resources Control Board Draft Nutrient Objective Strategy.  USEPA and Tetra Tech have developed a nutrient numeric endpoint framework and scoping tools for freshwater and are in the process of developing a similar approach for estuaries.  The tools have been used on a number of TMDLs and case studies.  The purpose of the presentation was to make the TAC aware of available models for use in their development of nutrient management.
  • January 2010
    The technical advisory committee received information about the Regional Board Irrigated Lands Program (ILP).  Coalitions can fulfill their salinity management requirements of the ILP by participating in CV-SALTS.  In addition to describing their current program, Regional Board staff also discussed the long-term ILP and an EIR staff is working on. The technical advisory committee received information about the triennial review process for the Water Quality Control Plan for the Tulare Lake Basin. The group will utilize the triennial review procedures for the Central Valley Basins as they develop recommendations for the regional salt and nitrate management plan.
  • December 2009
    The technical advisory committee received information about the Regional Board beneficial use projects. Board staff provided a handout that listed some of the projects where beneficial use has been re-evaluated by the Board.There was a follow-up discussion regarding previous designation of water bodies and aquatic lifw beneficial uses and how these new numbers and designations apply to salinityand water quality objectives.
  • November 2009
    The technical advisory committee received information about the triennial review process for the Water Quality Control Plan for the Tulare Lake Basin. The group will utilize the triennial review procedures for the Central Valley Basins as they develop recommendations for the regional salt and nitrate management plan.
  • October 2009
    A Management Agency Agreement (MAA) between the U.S. Bureau of Reclamation (Reclamation) and the Central Valley Regional Water Board (Regional Water Board) provides that Reclamation submit a draft Compliance Monitoring and Evaluation Plan (plan) to the the Regioanal Water Board for approval. Reclamation originally submitted a draft plan (329 KB, PDF (PDF info) in December 2008 and Regional Board staff reviewed the plan. The plan was also presented at a CV-SALTS Technical Advisory Committee meeting in June 2009, and to stakeholders at large by means of four public workshops held in July and August. Based on comments by Regional Board staff and stakeholders, Reclamation prepared and submitted a revised draft plan (462 KB, PDF (PDF info) on October 27, 2009. Regional Water Board staff and management are currently reviewing the revised plan. The public is invited to comment on the revised plan. Comments can be submitted to the Regional Water Board at jmartin@waterboards.ca.gov.

    Technical Advisory and Executive committee members attended a day-long Basin Plan training on 3 September 2009

    The triennieal review presentation given to the Board on 13 August 2009 was presented to the TAC. The group discussed using the triennial review process to present their own recommendations for basin plan updates.
  • July 2009
    Resolution R5-2008-0181 in support of developing a groundwater strategy for the Central Valley Region, 102 KB, PDF (PDF info)
    The groundwater strategy will not be new regulation. The groundwater strategy will be an organized description of existing and emerging groundwater regulations, policies and programs with a coordinated plan of implementation developed through stakeholder participation. The CV-SALTS committees have indicated their willingness to assist staff as pieces of the strategy related to salinity and nitrate management are developed.

    Compliance Monitoring and Evaluation Plan (MAA between the Board and the Bureau for salinity management in the San Joaquin River)
    Over the next few months the Technical Advisory Committee will review the CME Plan, 1.91 MB*, PDF (PDF info) and make recommendations to the US Bureau of Reclamation for how the Plan should be refined for long-term implementation of the MAA. The public is invited to contribute to these discussions.
