Development of the 2010 303(d)/305(b) California Integrated Report

Section 303(d) of the Clean Water Act requires the identification of waterbodies that do not meet, or are not expected to meet, water quality standards (i.e., impaired waterbodies). The affected waterbody, and associated pollutant or stressor, is then prioritized in the 303(d) List. The Clean Water Act further requires the development of a Total Maximum Daily Load (TMDL) for each listing. The current list, approved by the EPA, is the 2006 303(d) List. The Water Quality Control Policy for Developing California’s Clean Water Act Section 303(d) List (Listing Policy) describes the requirements for developing the 303(d) list in California. In addition to the impaired waterbody list required by Clean Water Act Section 303(d), Clean Water Act section 305(b) requires states to develop a report assessing statewide surface water quality. Both Clean Water Act requirements are being addressed through the development of a 303(d)/305(b) Integrated Report which will address both an update to the 303(d) list and a 305(b) assessment of statewide water quality.
The State Water Resources Control Board developed a statewide 2010 California Integrated Report based upon the Integrated Reports from each of the nine Regional Water Boards. The 2010 California Integrated Report was approved by the State Water Resources Control Board at a public hearing on August 4, 2010, and the report was submitted to the United States Environmental Protection Agency (USEPA) for final approval. Updates to the 303(d) list must be finalized by USEPA before becoming effective.
Final 2008 Update to the 303(d) List and 303(d)/305(b) Integrated Report for the Central Valley Region
At a public hearing on 11 June 2009, the Central Valley Water Board adopted resolution Resolution R5-2009-0059, 86 KB, PDF (PDF info) approving the Integrated Report for the Central Valley Region and instructing the executive officer to transmit the Integrated Report for the Central Valley Region to the State Water Board.

The Board Hearing is now scheduled for 11/12 June, 2009. At this hearing, the Board will consider for approval each proposed change to the 303(d) list and will consider adoption of a Resolution in support of its recommendations to the State Water Resources Control Board (State Board) for the statewide 2008 303(d) list and 303(d)/305(b) Integrated Report. January 2009 Public Review Draft 2008 Update to the 303(d) List and 303(d)/305(b) Integrated Report
In January 2009, Central Valley Water Board released a draft update of the 303(d) list for public comment. A public meeting was held on March 10 to discuss these draft documents. In order to be included in the the written response to comments, comments were due on 16 March 2009.
