The
Fund's Technical Unit consists of Engineers and Geologists
who make determinations on compliance of technical and
cost requirements. Their reviews consist of eligibility
of tank systems and substances released, reasonableness
of corrective action technology and costs, and compliance
with environmental laws. In addition, the Technical
Unit assists claimants with the Fund's pre-approval
of costs for proposed corrective action activities and
with the State's mandated three-bid process.
The
Fund has recently implemented a new Pay for Performance
(PFP) Pilot Program. The use of PFP as a way to pay
for cleanups began in Florida and other eastern states
and is growing in popularity nationally. The concept
is simple, a fixed, lump sum price is negotiated, a
target cleanup goal is set and the contractor receives
progress payments as pollutant concentrations are reduced.
Update ! The Fund has temporarily suspended approving any new PFP contracts indefinitely.
