Environmental Review Requirements
The State Water Board is required to comply with the California Environmental Quality Act (CEQA) when funding a project. The Drinking Water State Revolving Fund (DWSRF) Program receives partial funding from the United States Environmental Protection Agency (USEPA). Due to the federal nexus with USEPA, all projects pursuing DWSRF financing must also comply with requirements of the federal authorities and environmental statutes (referred to as the federal cross-cutters). The Environmental Review Unit (ERU) in the Division of Financial Assistance (Division) fulfills the State Water Board's responsibility to comply with CEQA and federal environmental laws by reviewing the environmental documents provided by the applicant and developing the State Water Board's environmental findings.
