37 Facilities in the City of Malibu sent Enforcement Orders
The mission of the Los Angeles Regional Water Quality Control Board is to preserve and enhance the quality of California’s water resources for the benefit of all. Today in furtherance of this mission, the Los Angeles Regional Board has issued directives-knows as 13260 orders-to 19 businesses and other facilities in the vicinity of the civic center area of the City of Malibu. The recipients of the directives are operating wastewater discharge systems without the required water quality permits. The directives require these facilities to commence the permitting process and, within 90 days, provide information on the design, construction, operation and groundwater and surface water impacts of their on-site wastewater disposal systems.
Additionally, the Los Angeles Regional Board has issued notices of violation to 19 businesses and facilities in the vicinity of the civic center area of the City of Malibu that are alleged to have violated conditions of their existing wastewater discharge permits. Alleged violations include failure to submit monitoring reports, incomplete monitoring reports, flow violations, water quality (effluent) violations and failure to report material changes in operations.
Both the directives and notices of violations were issued as part of the Regional Water Board’s on-going effort to reduce bacteria levels in area waterbodies, including the Pacific Ocean, and to protect public health.

LA County and 20 Cities Notified of Violations Contributing to Beach Bacteria Pollution
The mission of the Los Angeles Regional Water Quality Control Board is to preserve and enhance the quality of California’s water resources for the benefit of all. Today in furtherance of this mission, the Los Angeles Regional Board has issued notices to Los Angeles County and 20 cities along Santa Monica Bay regarding violations of bacteria limits set to protect public health. These violation notices follow from previous Board actions on September 14, 2006 and August 9, 2007, when the Regional Board established requirements for the County of Los Angeles and the cities within the Santa Monica Bay Watershed to prevent urban runoff with unacceptable levels of bacteria from being discharged into Santa Monica Bay and Marina del Rey Harbor from April through October - the height of the recreational season.
While the County and the cities within Santa Monica Bay Watershed have taken actions to reduce urban runoff to beaches, monitoring data reveal that urban runoff with excessive levels of bacteria continues to flow into the ocean at many locations along Santa Monica Bay beaches and within Marina del Rey Harbor. This threatens the health of the millions of people that swim in Santa Monica Bay. In the following enforcement actions, the Regional Board has notified the County and cities of the violations of bacteria limits, and has issued orders requiring the County and cities to identify and take additional actions to abate the source(s) of the excessive levels of bacteria.
Water Code sections 13225(k) and 13323(e) Report
The Regional Water Boards are posting, on a quarterly interval, information related to all enforcement activities since January 1, 2007 which are recorded in their data system. In addition, for administrative civil liability actions, they are providing information related to the initial assessment of the civil liability, the final assessment of civil liability and whether a hearing was waived.
The following table provides this information for the period January 1, 2007 to December 31, 2007. Subsequent reports will be generated on a quarterly basis.
