Los Angeles Region Conditional Waiver of Waste Discharge Requirements for Discharges from Irrigated Lands - Annual Update

Regional Board Adopts Conditional Waiver for Dischargers from Irrigated Lands:

On November 3, 2005 the Los Angeles Regional Water Quality Control Board adopted a Conditional Waiver of Waste Discharge Requirements for Discharges from Irrigated Lands within the Los Angeles Region (Order No. R4-2005-0080).
The intent of this program is to attain water quality objectives in waters of the state by regulating discharges from irrigated lands in the Los Angeles region (i.e. the coastal watershed of Ventura and Los Angeles counties). If you own or operate irrigated lands and wastewater drains from your property to waters of the state, you are a discharger, and must be covered by the conditional waiver or submit a report of waste discharge and apply for a discharge permit.Discharges may form groups or apply individually for coverage under the waiver. In order to comply with the conditions of the waiver Dischargers are required to submit a Notice of Intent, Monitoring and Reporting Program Plan and a Quality Assurance Project Plan to the Los Angeles Regional Water Quality Control Board by August 3, 2006. Examples of these forms are posted on the Regional Board website.

At the Regional Board hearing, the Board adopted several revisions to the conditional waiver. The final waiver as adopted by the Regional Board has been posted on the Los Angeles Regional Water Quality Control Board website.

Board staff are also preparing outreach materials for growers and speaking with Discharger groups that are forming to meet the requirements of the conditional waiver.
