Groundwater Implementation Program Amendment
Proposed Amendment to the Water Quality Control Plan for the North Coast Region (Basin Plan) to Update the Groundwater Implementation Program
Introduction
North Coast Regional Water Quality Control Board (Regional Water Board) staff is proposing Basin Plan revisions that will update and reorganize the Implementation Plans Chapter. The amendment will also add additional action plans including, but not limited to, an action plan for discharges of waste to land. The proposed revisions to the Basin Plan include changes to Chapter 4 - Implementation Plans.
Note: This amendment was previously part of the “Groundwater and Surface Water Protection Amendment,” which has been divided into the Groundwater Implementation Program Amendment and the Water Quality Objectives Update Amendment.
Specific changes to these chapters may include, and are not limited to, the following:
- Deleting existing outdated action plans and policies.
- Adding a new Action Plan to prevent water quality impacts from the discharge of wastewater and/or process waste/wastewater and recycled water to land.
- Adding a new section entitled “Regional Policies.”

Note: Regional Water Board staff are currently developing updated CEQA scoping documentation and will be holding a public meeting to present this information summer 2012.
