The Triennial Review and Basin Plan Amendment Process

Section 13240 of the Porter-Cologne Water Quality Control Act and Section 303 (c)(1) of the federal Clean Water Act require a review of basin plans at least once each three-year period to keep pace with changes in regulation, new technologies, policies, and physical changes within the region.

The Regional Water Board is responsible for reviewing the Basin Plan, and is required to: 1) identify those portions of the Basin Plan which are in need of modification or new additions; 2) adopt standards as appropriate; and 3) recognize those portions of the Basin Plan which are appropriate as written. The review includes public hearings to allow the public to identify issues for the Regional Water Board to consider for incorporation into its Basin Plan. After public input is received, the Regional Water Board evaluates if Basin Plan revisions are needed, and develops and adopts by resolution a priority list and schedule for consideration of needed Basin Plan revisions for the next three year period.

The Regional Water Board submits its Triennial Review to the State Water Resources Control Board (State Water Board) for approval. Subsequent to State Water Board approval, the State Water Board forwards the results of the Triennial Review to the U.S. Environmental Protection Agency (USEPA) for approval.

2007 Triennial Review

The Resolution R1-2007-0076 for the 2007 Priority List of Issues was adopted by the Regional Water Board at a Public Hearing held in Weaverville on October 25, 2007.
