PROGRAM EIR COVERING GENERAL WASTE DISCHARGE REQUIREMENTS
FOR BIOSOLIDS LAND APPLICATION
The final revised Programmatic Environmental Impact Report (PEIR) is based on
the corrected version of the draft revised PEIR. The PEIR consists of two volumes. The first
volume is the Final Statewide Program EIR Covering General Waste Discharge Requirements for
Biosolids Land Application, which consists of comments received during the public review period,
the agency’s written responses, a list of commenters, and specific revisions being made to the
draft PEIR. The second volume consists of the corrected-draft revised EIR that was made available
for public review. The State Water Board considered both volumes prior to adopting the final
General Order.
Prior to certifying the PEIR and adopting the final General Order, the State
Water Board vacated the original CEQA certification and General Order (c. 2000).
The State Water Board considered separate resolutions to vacate previous
decisions, certify the PEIR, and adopt the final General Order at its July 22, 2004, meeting
(agenda Item No. 9). The specific resolutions adopted at the meeting are described below:

Program EIR has been corrected for consistency with
the Final Program EIR that was certified
in 2000. The revisions that have been made and identified
in this Revised Draft, specifically the analysis
of two additional alternatives, have not changed.
