General Waste Discharge Requirements For In-Situ Groundwater Remediation And Groundwater Re-Injection

Public Comment Period for draft proposed WDRs, Resolution approving CEQA documents including Initial Study and draft Mitigated Negative Declaration:

The Regional Board is soliciting comments on the draft proposed General Waste Discharge Requirements (WDRs) (Order R4-2014-XXXX) for In-Situ Groundwater Remediation and Groundwater Re-Injection, posted on June 20, 2014. The draft proposed WDRs contain revisions to the existing WDRs Order No. R4-2007-0019, taking into account work product from a working group representing local regulatory agencies, water purveyors, environmental consultants, chemical product manufacturing sectors, and the scientific community.

The primary purpose of the revised order is to add more compounds to the list of materials approved for injection into the aquifer for groundwater remediation. These proposed additional materials have been used at sites throughout the Los Angeles Region and other parts of the nation. The selection criteria for these materials are specified in the draft WDRs.

Remedial materials proposed to be added to the draft WDRs include chemical oxidants, chemical oxidant activators, aerobic bioremediation enhancement compounds, anaerobic degradation enhancement compounds, reduction degradation enhancement compounds, metals precipitation/stabilization compounds, surfactants/co-solvents, bio augmentation organisms, tracer study compounds, and buffer solutions and pH adjusters. Attachment A contains a list of chemicals, divided by category according to their functions, currently approved for use in remediation, and those new remedial materials being proposed for inclusion in the draft Order.

The Regional Board has prepared a Resolution to approve the Initial Study and draft Mitigated Negative Declaration in compliance with the California Environmental Quality Act (CEQA). The draft proposed WDRs, Resolution, Initial Study and draft Mitigated Negative Declaration are available for public review and comment.
