Notice of Public Hearing California Regional Water Quality Control Board San Diego Region

Pursuant to the requirements of the National Pollutant Discharge Elimination System (NPDES) permitting program for the discharge of wastewater to navigable waters, the California Regional Water Quality Control Board, San Diego Region (Regional Board) intends to consider the adoption of waste discharge requirements for the following dischargers:

  1. POSTPONED NPDES Permit Reissuance: Waste Discharge Requirements for BAE Systems San Diego Ship Repair Inc. (formerly called Southwest Marine), San Diego County. This is a shipyard adjacent to San Diego Bay. (Tentative Order No. R9-2008-0048, NPDES Permit No. CA0109151)
  2. POSTPONED NPDES Permit Reissuance: Waste Discharge Requirements for National Steel & Shipbuilding Company (NASSCO), San Diego County. This is a shipyard adjacent to San Diego Bay. (Tentative Order No. R9-2008-0050, NPDES Permit No. CA0109134)
  3. POSTPONED NPDES Permit Reissuance: Waste Discharge Requirements for U.S. Navy Point Loma Complex, San Diego County: An NPDES permit regulating industrial stormwater and point sources discharges of wastes to San Diego Bay from various activities, including ship repair, pier and pier boom cleaning and aquatic animal training. (Tentative Order No. R9-2008-0060, NPDES Permit No. CA0109363)
  4. POSTPONED NPDES Permit Reissuance: Waste Discharge Requirements for U.S. Navy Naval Base San Diego, San Diego County: An NPDES permit regulating industrial storm water and point source discharges of wastes to San Diego Bay and the Ocean from various activities, including ship repair, pier boom cleaning, and manhole dewatering (Tentative Order No. R9-2008-0061, NPDES Permit No. CA0109169)
  5. POSTPONED NPDES Permit Reissuance: Waste Discharge Requirements for U.S. Navy, Naval Base Coronado, San Diego County: An NPDES permit regulating industrial storm water and point source discharges of wastes to San Diego Bay and the Ocean from various activities including ship repair, pier boom cleaning, and manhole dewatering (Tentative Order No. R9-2008-0062, NPDES Permit No. CA0109185)

These facilities are located on the waterfront of San Diego Bay in San Diego, California.

Operations at these facilities generate or have the potential to generate discharges of waste to San Diego Bay or the Pacific Ocean. The waste discharges may cause a loss of designated beneficial uses of the receiving water. The discharges may include industrial process water and/or contaminated storm water.

The Regional Board wishes to obtain information to assist it in determining the proper requirements for the above dischargers. A public hearing will be held by the Regional Board to consider the proposed action. The public hearing is scheduled to begin at 9:00 a.m. on Wednesday, June 25, 2008 at the following location:

Note: the first three items above were originally scheduled to be considered on May 14, 2008 and have been postponed to this new date.

Interested persons are invited to attend to express their views on the above item. Oral statements will be heard but for accuracy of the record all important testimony should be in writing. To ensure that the Regional Board has the opportunity to fully study and consider written material, comments should be received in the Regional Board's office no later than 5:00 p.m. on Wednesday, June 11, 2008. Written comments received after 5:00 p.m. on Wednesday, June 18, 2008, will not be considered by the Regional Board. Oral presentations at the Regional Board public hearing should be brief to allow all interested parties time to be heard.
