Notice of Public Hearing California Regional Water Quality Control Board San Diego Region

Pursuant to the requirements of the National Pollutant Discharge Elimination System (NPDES) permitting program for the discharge of wastewater to navigable waters, the California Regional Water Quality Control Board, San Diego Region (Regional Board) intends to consider the adoption of waste discharge requirements for the following dischargers:

1. NPDES Permit Reissuance: Waste Discharge Requirements for Continental Maritime of San Diego, Inc., San Diego County. This is a shipyard adjacent to San Diego Bay. (Tentative Order No. R9-2008-0049, NPDES Permit No. CA0109142)

2. NPDES Permit Revision: City of San Diego E. W. Blom Point Loma Metropolitan Wastewater Treatment Plant discharge to the Pacific Ocean through the Point Loma Ocean Outfall: amendment would add a toxicity re-screening requirement upon initiation of chlorination and would also add total residual chlorine monitoring to the Monitoring and Reporting Program (Tentative Addendum No. 2 to NPDES No. CA0107409)

Operations at these facilities generate or have the potential to generate discharges of waste to San Diego Bay or the Pacific Ocean. The waste discharges may cause a loss of designated beneficial uses of the receiving water. The discharges may include treated sewage, industrial process water and/or contaminated storm water.

The Regional Board wishes to obtain information to assist it in determining the proper requirements for the above dischargers. A public hearing will be held by the Regional Board to consider the proposed action. The public hearing is scheduled to begin at 9:00 A.M. on Wednesday, August 13, 2008 at the following location:

Note that the first item above was originally scheduled to be considered on May 14, 2008 and then June 25, 2008 and has been postponed to this new date.

Interested persons are invited to attend to express their views on the above items. Oral statements will be heard but for accuracy of the record all important testimony should be in writing. To ensure that the Regional Board has the opportunity to fully study and consider written material, comments should be received in the Regional Board's office no later than 5:00 P.M. on Wednesday, July 30, 2008. Written comments received after 5:00 P.M. on Wednesday, August 06, 2008, will not be considered by the Regional Board. Oral presentations at the Regional Board public hearing should be brief to allow all interested parties time to be heard.
