Gregory Canyon Landfill
Mission:
The mission of the Land Discharge Unit (LDU) is to
protect water resources by ensuring effective regional
compliance with State requirements governing discharges
of nonhazardous wastes (CCR Title 27) and hazardous
wastes (CCR Title 23, Chapter 15); thereby supporting
the mission of the San Diego San Diego Regional Water
Quality Control Board.
Geographic/Watershed
Jurisdiction: The jurisdiction of the Land
Discharge Unit extends over the entire footprint of
the San Diego Region.
Unit Activities: Under the legal authority
of the California Water Code [CWC]
Section 13260, the RWQCB regulates discharges of wastes
to land using permits known as "Waste Discharge
Requirements" (WDR). The application for waste
discharge requirements (WDRs) must be filed with the
RWQCB as a "report of waste discharge" [ROWD].
State regulatory requirements for management of hazardous
wastes are found in the California Code of Regulations
Title 23, Division 3, [CHAPTER
15]. The state requirements for management of
non-hazardous wastes are found in the California Code
of Regulations Title 27, Division 2, Subdivision 1
[TITLE27]

JTD Index]. For active municipal solid waste landfills,
the LDU staff also oversees regional compliance with
the water quality requirements of the Federal regulations
[CFR
Title 40 Part 258] implementing Subtitle D of
RCRA.
The Land Discharge Unit fulfills the San Diego RWQCB's
mission to protect and preserve water quality by enforcing
State regulations governing water quality related
aspects of new, existing, and former waste management
units (WMUs), including: sanitary landfills (Class
I, Class II, and Class III landfills), waste piles,
surface impoundments, and land treatment facilities.
The LDU staff accomplishes its permitting responsibilities
through the issuance of general waste discharge requirements
(WDRs), site specific WDRs, and waivers of WDRs. Old
or existing deposits of wastes (e.g, burn ash sites,
old municipal dumps, etc.) may also be regulated through
the issuance of WDRs, or these sites may become the
subject of RWQCB enforcement actions (Orders)
requiring cleanup and abatement.
The San Diego Region presents a number of challenges
for the RWQCB LDU staff. Current information regarding
facilities regulated by the Land Disposal Program

The
San Diego Region includes three county Local Enforcement
Agencies (LEAs) in the City
of San Diego, San
Diego County, Orange
County, and Riverside
County. The LDU staff coordinates with the LEAs
to more effectively regulate discharges of nonhazardous
wastes to land within the San Diego Region.
