Phase II Small Municipal Separate Storm Sewer System (MS4) Program
Introduction
On December 8, 1999, U.S. EPA promulgated the Storm Water Phase II Final Rule under authority of the Clean Water Act (CWA) ยง 402(p)(6). The regulations require State Water Board to issue an NPDES permit for operators of Small MS4s. Visit the California State Water Board website for more information on the Small MS4 Phase II program. The current Phase II Small MS4 permit is Water Quality Order No. 2003-0005-DWQ, NPDES General Permit CAS000004.
