San Diego Region - Watershed Units

The watershed units have primary responsibility for the following programs: grants, construction, industrial, and municipal storm water, CEQA, Clean Water Act Section 401 water quality certifications, Waste Discharge Requirements for dredge and fill projects, and agricultural discharges.

Program oversight among the watershed units is divided geographically, as follows:

• Northern Watershed Unit: San Juan (901) and Santa Margarita (902) watersheds
• Central Watershed Unit: San Luis Rey (903), Carlsbad (904), San Dieguito (905), and Los Penasquitos (906) watersheds
• Southern Watershed Unit: San Diego River (907), Sweetwater (908), Otay (910) and Tijuana (911) Watersheds
