NEW - Status Update: June 15, 2017

The San Francisco Bay Water Board will consider the General Permit for vineyard properties in the Napa River and Sonoma Creek watersheds at their July 12, 2017 meeting. The revised General Permit (changes shown as underline and strikethrough) can be found at:

Prior to the July 12, 2017 Water Board hearing, at this same website location, we will post a complete set of responses to comments on the July 2016 version of General Permit, and the final Environmental Impact Report for the project.

At the April 2017 Board workshop we heard testimony about the draft permit and the proposed changes to the permit. At the upcoming hearing scheduled for July, we will be restricting testimony and comments to the revisions made to the permit.

Status Update: March 30, 2017

On April 12, 2017, the Water Board will hold an informational workshop on proposed General Waste Discharge Requirements for Vineyard Properties located in the Napa River and Sonoma Creek watersheds (General Permit). 

The Staff Report was prepared to support the April 12, 2017 workshop and presents: a) the General Permit; and b) an overview of comments received and our responses, focused primarily on the scope/conditions of the General Permit, and policy issues.  Prior to the Water Board’s consideration of adopting the General Permit, Water Board staff will prepare a complete Response-to-Comments document that addresses all comments received.  Staff anticipates that the General Permit will be considered for adoption at the June or July 2017 Water Board meeting. 

PUBLIC PROCESS

The comment periods for the proposed General Permit and related draft environmental impact report (DEIR) began in mid-July 2016 for a 45-day period. At the request of stakeholders, the comment period on the DEIR was extended through September 14, 2016 and on the comment period on the General Permit through December 12, 2016.  Provided below are the comment letters received on the General Permit and DEIR.

Extension of public comment period

The San Francisco Bay Regional Water Quality Control Board has received several requests to extend the comment period on the draft General WDRs for Vineyard Properties in the Napa River and Sonoma creek watersheds (Permit) due to timing conflicts associated with the fall harvest.

The period for review and submittal of written comments on the draft Permit is therefore extended until Monday, December 12, 2016.

The period for review and submittal of written comments on the draft environmental impact report (EIR), which evaluates potential impacts of actions that could be taken to comply with the proposed Permit, is extended until Wednesday, September 14, 2016.

Written comments on the draft EIR can be submitted through close of business (5 PM) September 14 by email to mnapolitano@waterboards.ca.gov or by mail to:

Water Board staff is currently developing General Waste Discharge Requirements (General WDRs) for vineyard discharges as well as developing an associated environmental impact report under the California Environmental Quality Act.
