Enforcement Policy
The Water Boards' Water Quality Enforcement Policy articulates enforcement expectations and priorities for the State and the nine Regional Water Boards. OE is responsible for updating the Water Quality Enforcement Policy and evaluating performance metrics for enforcement effectiveness.

The Water Boards may allow a discharger satisfy part of a monetary assessment imposed in an administrative civil liability (ACL) order by completing or funding one or more Supplemental Environmental Projects (SEPs.) SEPs are projects that enhance the beneficial uses of the waters of the State, that provide a benefit to the public at large, and that are not otherwise required of the discharger.
