Change of Name / Address or Ownership

Regulations require the owner of a water right to directly notify the State Water Resources Control Board (State Water Board) with information regarding either a change in the name and/or address of the current water right holder or a change in ownership of the water right (Cal. Code Regs., Title 23, §830-831). All water right correspondence, including the bill for fees, is mailed to the designated Primary Owner or Agent at the most recent address supplied to the State Water Board. The Primary Owner and Agent are designated by the co-owners to act on their behalf on water right matters. Please note that the designated Primary Owner is liable for all water right fees.

Water Right Online Forms Now Available!

New for September 2020 - The Division of Water Rights is now accepting change request forms submitted through the    Water Rights Online Forms Portal The portal features a personal water rights account where you can log in to:

  • Submit a form or multiple forms electronically
  • Save progress on forms
  • Return later to check the status of submitted forms

Please choose a form to complete based on the type of change you are requesting:

Appropriative
(Application, Permit, License, Registration) or Groundwater Recordation
Ownership Change: The property where the place of use for the water right is located has been sold and the owner of record needs to be changed. Ownership Change Form
Contact Information Update: Address, phone or email for existing water right primary owner, co-owner or agent has changed. Contact Information Update Form
Statement of Water Diversion and Use New Diverter/New Owner: The diverter at the point of diversion has changed or ownership of the property where the point of diversion is located has changed. Supplemental Statement for Change Form
Contact Information Update: Address, phone or email for an existing diverter, co-owner or agent has changed.
