Financial Assistance Programs – Grants and Loans

Federal CWA 319(h) Program

This program is an annual federally funded nonpoint source pollution control program that is focused on controlling activities that impair beneficial uses and on limiting pollutant effects caused by those activities. States must establish priority rankings for waters on lists of impaired waters and develop action plans, known as Total Maximum Daily Loads (TMDLs), to improve water quality. Project proposals that address TMDL implementation and those that address problems in impaired waters are favored in the selection process. There is also a focus on implementing management activities that lead to reduction and/or prevention of pollutants that threaten or impair surface and ground waters.

Appendix A. Required Elements for Watershed Based Plans per CWA Section 319
Projects may qualify through implementation and/or planning/assessment activities that are consistent with watershed plans that address the U.S. Environmental Protection Agency’s (USEPA) nine required watershed-based plan elements.

Appendix C. - Environmental Review Process
Funded projects must comply with the California Environmental Quality Act (CEQA) and federal environmental regulations.

Appendix D. Matching Funds Reduction/Waiver (Disadvantaged Communities)
Projects that involve disadvantaged communities may be eligible for a waiver or reduction of matching funds. Under the Program, a disadvantaged community is defined as a community with an annual MHI that is less than 80 percent of the statewide Median Household Income (MHI).

Appendix E. Project Assessment and Evaluation Plan
Funded projects are required to complete a Project Assessment and Evaluation Plan (PAEP). A PAEP helps ensure projects meet their intended goals, achieve measurable outcomes, and provide benefits to the State of California. Background on the PAEP, guidance on how to prepare and use PAEP, and templates are available.
Appendix F. Surface Water Ambient Monitoring Program (SWAMP)
Funded projects are required to collect swamp compatible data to for quality assurance and control and for comparability with other State collected data. Additional SWAMP compliance guidance is available.

Appendix H. Grant Agreement Template
Applicants that are funded will need to agree to terms and conditions similar to that above.
Appendix I. California's Management Measures For Polluted Runoff (CAMMPR)
One way projects may qualify for 319(h) grant funding, is if they are consistent with the State's NPS Control Program. The NPS Control Program 1998-2013 (Program Plan) directs the NPS Control Program, providing goals for the management of NPS pollution to which various management practices are applied. California’s Management Measures for Polluted Runoff (CAMMPR) is designed to assist California in improving implementation of the California’s Nonpoint Source (NPS) Pollution Control Program (Program).
Appendix J. California Watershed for Tracking Water Quality Improvements
Applicants should consider proposing projects in Measure “W” Watersheds. These watersheds were identified by the Water Boards to track progress related to documenting water quality improvements. One of the primary purposes of this measure is to model and demonstrate the effectiveness of the watershed approach. These California watershed may be amenable to water quality improvement in the near term (by 2012), as well as improvement that may take longer.
