FULL PROPOSALS
On April 7, 2006, the State Water Resources Control Board (State Water Board) invited the applicants that submitted the most competitive Concept Proposals to submit Full Proposal applications for the 2005-06 Consolidated Grants Program. Ocean Protection Projects, which are part of the 2005-06 Consolidated Grants Program, were invited back earlier.

The Table of Items for Review will be part of the grant agreement and includes items like invoices, reports (progress reports, expenditure/invoice projections, natural resource projects inventory project survey form, draft project report, final project report), Plans and Compliance Requirements (e.g., QAPP, PAEP, monitoring plan, monitoring reports, etc.), and Work Items to be Performed by the Grantee. This table will become part of the grant agreement.

All grant recipients are required to prepare a Project Assessment and Evaluation Plan (PAEP) at the initiation of their project to outline how they will assess and evaluate performance and report on project achievements.

- "SWAMP Monitor"
All projects affecting water quality must include a monitoring component that, where applicable, allows integration of data into statewide monitoring efforts, including the Surface Water Ambient Monitoring Program (SWAMP) and/or the Groundwater Ambient Monitoring Assessment (GAMA) Program. Both programs include data quality assurance and quality control requirements. Projects that include water quality monitoring must include development of an appropriate monitoring plan, Quality Assurance Project Plan (QAPP), and tasks. For surface water monitoring, the QAPP must be prepared in accordance with the SWAMP QAPP template. Refer to the "SWAMP Monitor" for additional information on SWAMP-Comparable requirements and the New QAPP Tool.

The State Water Board distributes funding through various grants, including Propositions 13, 40, 50, Water Recycling, Small Community Grants and others. - 2005-06 Consolidated Grants Program Guidelines
The State Water Resources Control Board adopted the 2005-06 Consolidated Grants Program Guidelines on January 4, 2006. These Guidelines establish the process that the State Water Board will use to administer the 2005-06 Consolidated Grants Program. The State Water Board adopted the Related Litigation Language for the 2005-06 Consolidated Grants Program Guidelines at its February 1, 2006 Board meeting. The State Water Board adopted the revised "coastal" language for the 2005-06 Consolidated Grants Program Guidelines at its February 15, 2006 Board meeting.
