Financial Assistance Programs - Grants and Loans
The State Water Resources Control Board (State Water Board) in coordination with the nine Regional Water Quality Control Boards (Regional Water Boards), US Environmental Protection Agency (EPA), CALFED, and Resource Agency agencies, are working to implement the 2005-06 Consolidated Grants Program.
The 2005-06 Consolidated Grants integrates and coordinates related grant programs for Watershed Protection, Water Management, Agricultural Water Quality, Drinking Water, Urban Stormwater, and Non-Point Source Pollution Control. Approximately $143 million will be made available from six interrelated grant programs administered by the State Water Board’s Division of Financial Assistance. Consolidation of these grants reduces application efforts and better integrates program goals with our partner agencies, which include the US EPA, CALFED, Coastal Commission, Coastal Conservancy, Department of Water Resources, Department of Fish and Game, Resources Agency, and other related agencies. The 2005-06 Consolidated Grants are funded utilizing Proposition 40, Proposition 50, and federal appropriations. The six consolidated programs are as follows:
- Proposition 40 - Nonpoint Source Pollution Control Program
- Proposition 50 - Coastal Nonpoint Source Pollution Control Program
- Federal Clean Water Act Section 319 (h) - Nonpoint Source Implementation Program
- Propositions 40 and 50 - Agricultural Water Quality Grant Program
- Proposition 40 - Urban Stormwater Program
- Proposition 40 - Integrated Watershed Management Program
NOTE: Proposition 50 CALFED Watershed Program grant funds are distributed through the State Water Resources Control Board and the Department of Water Resources (DWR). Information on the upcoming DWR grant solicitation is available on DWR’s “CALFED Watershed Program” web site.
- Adopted Funding Lists for 2005-06 Consolidated Grants Program
Below are the funding lists adopted by the State Water Board for the 2005-06 Consolidated Grants Program. Projects not approved for funding do not appear on the lists. Projects awarded funding represent the most competitive projects that address the criteria adopted in the Guidelines, including providing a water quality and/or environmental benefit, demonstrating technical merit, and addressing State Water Board and/or partner agency priorities. Projects are listed in order of funding preference and projects above the funding line are recommended for funding at the time of adoption. If grant awards are withdrawn, projects are terminated, or additional Proposition 13 funds become available, the funds will be made available to other eligible competitive proposals presented on the Funding Lists, which are below the funding line at the time of the State Water Board awards:- Proposition 40 Nonpoint Source Pollution Control Program

The recommended projects are divided into three lists: South, North, and Statewide. "South" refers to projects that are located in the counties of San Diego, Riverside, Orange, Los Angeles, San Bernardino, and Ventura. "North" refers to projects located in all other counties. "Statewide" refers to projects located in both Southern and Northern counties.

The State Water Resources Control Board adopted the Ocean Protection Project (OPP) funding list, on June 21, 2006, as recommended by the Ocean Protection Council (OPC).

The State Water Resources Control Board adopted the 2005-06 Consolidated Grants Program Guidelines on January 4, 2006. These Guidelines establish the process that the State Water Board will use to administer the 2005-06 Consolidated Grants Program. The State Water Board adopted the Related Litigation Language for the 2005-06 Consolidated Grants Program Guidelines at its February 1, 2006 Board meeting. The State Water Board adopted the revised "coastal" language for the 2005-06 Consolidated Grants Program Guidelines at its February 15, 2006 Board meeting.

Proposal Solicitation Notice
The State Water Resources Control Board, Division of Financial Assistance is accepting applications for the 2005-06 Consolidated Grants Program. Applications are due by Thursday, February 9, 2006. FAAST will accept applications until 11:59 p.m. on February 9, 2006. Technical Assistance will not be available after 5:00 p.m. on Thursday, February 9, 2006. No late submittals will be accepted.
