Financial Assistance Programs – Grants and Loans

The Division of Financial Assistance (DFA) administers the implementation of the State Water Resources Control Board’s (State Water Board) financial assistance programs, that include loan and grant funding for construction of municipal sewage and water recycling facilities, remediation for underground storage tank releases, watershed protection projects, nonpoint source pollution control projects, etc. DFA also administers the Water Recycling Program and the Operator Certification Program.

What's New!

  • New! CALFED Watershed Grant Program- Riparian Buffer Sizing Tool
    The State Water Board is accepting applications for development of a decision support tool to guide local land use planners in sizing riparian buffers in the Bay Delta and its tributaries experiencing the largest population growth. All applicants requesting funds must submit a complete application by 5:00 pm on November 14th, 2008 using the State Water Board’s online system at https://faast.waterboards.ca.gov.
  • New! ASBS Grant Program: Template for Attachment 7 of the Full Proposal
    Attachment 7 allows the Full Proposal Applicant to describe their plans to monitor, and assess, and measure performance of the project.

  • New! Draft "State Fiscal Year (SFY) 2008/2009 Intended Use Plan (IUP)" for the Clean Water State Revolving Fund (CWSRF) Program

    The Division of Financial Assistance is proposing adoption of the proposed SFY 2008/2009 IUP. The comment period for the SFY 2008/2009 IUP is August 7, 2008, through September 8, 2008. The SFY 2008/2009 IUP will be considered by the State Water Board on September 16, 2008.

    The draft SFY 2008/2009 IUP Public Notice is available for public review and comment as outlined in the Public Notice.

  • New! The State Water Board released the draft Guidelines for the Clean Beaches Grant Initiative (CBI) Grant Program.
    These Guidelines establish the process that the State Water Board will use to solicit and review proposals for Proposition 84 funds, and any unused or reappropriated Proposition 13, 40 and 50 funds. The public comment period closes at 5:00 PM on August 29, 2008. Please send any comments you may have regarding these guidelines to Laura Peters.

  • New! 2008 319(h) NPS Grant Program
    The State Water Resources Control Board, Division of Financial Assistance is now accepting applications for the 2008 Nonpoint Source Implementation Grant Program to support projects throughout the State to restore impaired surface waters through the control of nonpoint source (NPS) pollution. Applicants must submit their application using the State Water Board’s on-line Financial Assistance Application Submittal Tool (FAAST). Apply now!

  • New! 2008/2009 Clean Water State Revolving Project Priority List and Establishment of the Loan Service Rate Public Comment Period
    The Division of Financial Assistance (Division) is updating the Clean Water State Revolving Fund (CWSRF) 2008/2009 Project Priority List (PPL) for State Fiscal Year 2008/2009. Along with the PPL, the Division will be establishing a Loan Service Rate. The PPL and Loan Service Rate Establishment are scheduled to be considered by the State Water Board on September 2, 2008

    The 2008/2009 PPL is available for policy comments until August 15, 2008. If you would like to learn about and comment on the policy issues, including the Loan Service Rate, please go to the Documents for Public Comment page and click on the 2008/2009 SRF Project Priority List link.

  • New! CALFED Watershed Grant Program - Implementation of Watershed Management Plans
    The State Water Board is now accepting applications for Implementation of Watershed Management Plans. All applicants requesting funds from the CALFED Watershed Grant Program must submit a complete Concept Proposal by 5:00 pm on Wednesday, September 17, 2008 using the State Water Board’s online system at https://faast.waterboards.ca.gov.
  • New! Draft "Policy for Implementing the Clean Water State Revolving Fund for Construction of Wastewater Treatment Facilities (CWSRF Policy)" Amendment
    The Division of Financial Assistance is proposing to amend the CWSRF Policy and Appendices. The comment period for the proposed Policy amendment is July 22, 2008, through August 21, 2008. The CWSRF Policy Amendment will be considered by the State Water Board on September 2, 2008.

  • New! Amendment to Water Recycling Funding Program Guidelines
    The State Water Board amended the Water Recycling Funding Program Guidelines to rewrite for clarification, the Waiver of Litigation Rights, Eligible and Ineligible Costs at its July 15, 2008 meeting.

  • New! CALFED Water Quality Grant Program
    The State Water Board is now accepting Full Proposal applications for the CALFED Water Quality Grant Program. See the Full Proposal Invite Back List.
  • New! Small Community Wastewater Strategy
    The Small Community Wastewater Strategy is referenced in a Resolution promoting strategies to assist small and/or disadvantaged communities with wastewater needs, which was adopted by the State Water Board on July 1, 2008.

  • Watershed Management
    The Watershed Management Initiative (WMI) was approved as part of the 1995 Strategic Plan and remains a part of the current Strategic Plan. The WMI establishes a broad framework overlying the numerous federal and state mandated priorities. As such, the WMI helps the Water Board to achieve water resource protection, enhancement and restoration while balancing economic and environmental impacts.

    The feedback provided by applicants will help the Division of Financial Assistance improve its grant and loan programs. Please take a few moments to complete the feedback form. Completed forms should be sent by email to DFA program staff.
  • CEQA Fact Sheet - Environmental Requirements for State Water Board Grants
    The State Water Board distributes funding through various grants, including Propositions 13, 40, 50, Water Recycling, Small Community Grants and others. Applicants seeking funds are required to comply with the California Environmental Quality Act (CEQA), and provide documents for the State Water Board’s environmental review process.

    The State Water Board released a new version of its online Financial Assistance Application Submittal Tool (FAAST), which makes filling out loan and grant applications easier.
  • Examples of Low Impact Development (LID) Projects Funded by the State Water Board
    In Resolution 2005-0006, the State Water Board adopted sustainability as a core value to guide its programs and policies. The Division of Financial Assistance has funded Low Impact Development (LID) projects through various grant and loan programs.
  • Project Assessment and Evaluation
    All grant recipients are required to prepare a Project Assessment and Evaluation Plan (PAEP) at the initiation of their project to outline how they will assess and evaluate performance and report on project achievements.
