Prop 84 Storm Water Grant Program

Proposition 1 Technical Assistance (TA) Funding Program

Proposition 1 (Prop 1) or the Water Quality, Supply, and Infrastructure Improvement Act of 2014 (Assembly Bill 1471, Rendon) authorized $7.545 billion in general obligation bonds for water projects including surface and groundwater storage, ecosystem and watershed protection and restoration, and drinking water protection. Prop 1 requires the State Water Board to operate a multidisciplinary TA program for small disadvantaged communities, and allows for the State Water Board to fund TA.



The Office of Sustainable Water Solutions (Office) is part of the State Water Board’s, Division of Financial Assistance (Division) and was created to promote permanent and sustainable solutions to help ensure effective and efficient provision of safe, affordable, and reliable drinking water and wastewater treatment services. The Office is focused on addressing both financial assistance and TA needs, with a focus on Small Disadvantaged Communities (DACs). The Office provides direct assistance to potential funding applicants, as well as contracting and coordination with external TA providers.

Information for Small DACs with TA Need(s)

Prop 1 Technical Assistance (TA) is available to help small (less than 10,000 people) disadvantaged (median household income [MHI] < 80% statewide MHI) communities (small DACs) develop, fund, and implement Prop 1-eligible drinking water, wastewater, storm water*, or groundwater** capital projects. TA may include project coordination and development, legal assistance, engineering and environmental analysis, and/or leak detection/water audits.

Assistance with more general drinking water and wastewater capacity development needs outside the context of capital project development (e.g., technical, managerial, and financial (TMF) assessments.) may be available for public water systems or wastewater systems through other TA programs.

*Please note that stormwater TA resources are limited. We are not currently taking on new communities for stormwater TA. However, you may still submit a request if interested, and we will keep your request on file for future consideration, if available resources do allow us to take on additional communities in the future.

**Exceptions to provide TA that benefits larger DACs may be considered on a case-by-case basis.

In addition to Prop 1 TA, the Office manages a separate program for training and TA to small Public Water Systems. This program is funded out of the Drinking Water State Revolving Fund (DWSRF) Program. A list of systems receiving TA under that program is also provided here for reference:

TA Providers

The State Water Board's Prop 1 TA Funding Plan, adopted on November 4, 2015, outlines the general process to administer Prop 1 TA funds. The office implemented a two-step (Concept Proposal and Full Proposal) continuous solicitation process via the Financial Assistance Application Submittal Tool (FAAST), which closed on June 30, 2016. Eligible recipients include 501(c)(3) non-profit organizations and public universities.
