Important Information About Stopped Bond Projects

On May 6, 2009 the Department of Finance issued Budget Letter 09-15 which authorized projects that were suspended to restart. We are working with the DOF and State Treasurer's Office to comply with the nuances of the letter. We are working hard to process invoices, but are still unsure of when this will actually happen. Please check this web page frequently for updates. We will be posting payments per contract as they are sent over to the State Controller's Office. If you have invoices that you are holding please forward them to your grant manager.

Bond Update - January 14, 2010

We continue to work with various state agencies to address all of the requirements of the recent bond sale. Grantees should have been contacted regarding the status of their project. If you have not been contacted, please contact Ken Coulter (kcoulter@waterboards.ca.gov). Please check back frequently for further updates.

Bond Update - October 23, 2009

On October 15, 2009, the State Treasurer's Office closed another General Obligation Bond sale. Unfortunately, the sale fell short of the amount needed statewide. The effect of this on the State Water Board's awarded grant agreements will not be known until the money is released by the Department of Finance. We will do our best to keep you informed as information is released. Please check back frequently for updates!

Bond Update - July 20, 2009

Prop 40 and Prop 50 invoices sent to SCO! - A list of invoices submitted to SCO will be posted for your convenience. Grantees should expect to receive payment within a month of submission. If your invoice is not on the lists and you feel it should be, please contact your Project Manager for more information.

Bond Update - July 14, 2009

Grantees - If you have a project that is close to finishing (within this calendar year), or a project that was identified by your Grant Manager as having the ability to close this calendar year, your Grant Analyst will be contacting you within the next couple of months to discuss the grant closure process. In the meantime, if you have project-specific questions on closing, restarting or ending your project before it's term, you can contact your Grant Analyst or send your question to StoppedGrants@waterboards.ca.gov and State Water Board staff will get back to you as soon as possible.

Grantees - If you have an open Grant Agreement and are uncertain whether you should restart your project, please contact your Grant Analyst for further discussion. Also, please be sure to check back regularly for future updates!

  • Bond Update - June 23, 2009

    Prop 50 invoices sent to SCO! - Approved Prop 50 invoices were forwarded to the State Controller's Office on Monday, June 22, 2009. Grantees should expect to receive payments within the next month.

    For your convenience, the list below includes all invoices sent for payment. If your Prop 50 invoice is not on the list, please contact your Project Manager for more information.

    Additional Prop 40 and 50 invoices will be sent to SCO in the next few days. We will update the attachments at least once a week. Please check back for updates!

    Grantees to Receive Payment! - Approved Prop 40 invoices were forwarded to the State Controller's Office on Tuesday, June 16, 2009. Grantees should expect to receive payments within the next month. A list of invoices submitted to SCO will be posted every Monday for your convenience. New listings will appear as invoices are processed. If your Prop 40 invoice is not on the attached spreadsheet, please contact your Project Manager for more information.

    Bond Update - June 15, 2009

    We are very close to completing all necessary steps required to send Prop 40 invoices over to SCO. We will post a list as soon as possible. Please check back tomorrow for any updates.

    Bond Update - June 9, 2009

    Great News! - Money from the April and March 2009 Bond sales for Prop 40 and 50 has been released for payment. The State Water Board will start sending invoices, held since the 12/17/09 Bond Freeze, to the State Controller's Office (SCO) later this week. Starting Monday, 6/15, a listing of all invoices sent to SCO for payment will be posted to this link. Please check back frequently for updates!

    Bond Update - June 8, 2009

    More Good News - We have completed several more drills this week for Prop 40 and 50, and it appears that we are getting closer to making payments. The State Treasurer's Office is trying to give us clearance before June 30, 2009. They know this is the State's year end and want to make sure we are able to make payments prior to June 30. Stay tuned!

    Also, this week we received an email from a grantee we wanted to share as well as our response:

    Grantee email:

    Dear State Water Board,

    “Thank you for all your efforts in processing our payments for bond frozen back invoices. We appreciate that you have asked for feedback about how to best communicate with us, the organizations who carry out water quality improvement work on the ground. The Website you set up is a great idea. Our feedback is that we need you to post to it more often. There has only been one update since you set it up last month. The State Treasurer's Office said yesterday that they expect to have the Prop 50 papers from the Resources Agency by tomorrow. Our understanding is that the State is processing the payments by proposition number, starting with 12. If the Treasurer is about to finish 50, wouldn't that mean that 13 and 40 might be complete?”

    State Board Response:

    “Thanks for your recent feedback on the stopped bond projects. We apologize for not keeping up with our weekly updates, but hopefully later today you'll see this weeks update. We are anxious to post an update that states that we can actually pay invoices, so as soon as we hear we will post it! We are also going to post the invoices (per grant agreement) that have been sent to the State Controller's Office (SCO) for payment. These postings will occur each day we send invoices over to the SCO - lets hope these happen soon.

    To respond to your understanding that the State is processing the payments by proposition number, starting with 12, and also that the Treasurer is about to finish 50, and wouldn't that mean that 13 and 40 might be complete? Please see information below:

    You are correct in that Prop 12 was released first.  The next bonds released were from the April 2009 bond sale and were for Prop 204 ('96 bond) and Prop 13.  The March sale for these bonds has still not been released.  Both bond sales occurred; however, the tax implications were different for each and therefore required different scrutiny.

    As for Prop 40, I keep hearing from various sources (including the STO) that these monies will be released soon; however, we have not received notification to date.”

    Bond Update - June 1, 2009

    Good News - A portion of the Prop 13 and Prop 204 money was released for payment by the State Treasurer's Office on Friday, May 29, 2009; however, none of the projects included were State Board projects. This is still very good news because at least we are seeing some money being released. Continue to check for updates!

    Bond Update - May 27, 2009

    All invoices received at the State Water Board have been prepared and are awaiting final approval from the State Treasurer's Office for payment. If you still have invoices that you are holding, please forward them to your Regional Board or State Board grant manager. Currently the State Treasurer's Office is working with all Departments funded by bonds. So far, Prop 12 has been approved and agencies with funding through Prop 12 will be paid. Unfortunately the State Board does not have any Prop 12 funds, but are hoping that Prop 13, 40 and 50 will be approved for payment soon.
