National Pollutant Discharge Elimination System (NPDES) - Utility Vaults

The State Water Resources Control Board adopted Water Quality Order No. 2006-0008-DWQ for the reissuance of general NPDES permit (CAG990002) on July 19, 2006.  This general permit covers short-term and intermittent discharges from the de-watering of utility vaults and underground structures to surface waters.  The permit will expire on July 31, 2011.

Pollution Prevention Plans

When the applicant or an interested party requests a public hearing, the item will be added to the next available meeting of the Regional Water Board. A meeting notice for a minimum of 30 days, will be followed by public hearing at the Regional Water Board. At the public hearing, the Regional Water Board will approve or deny coverage under the General Permit.

The request for a public hearing must be made in writing to the appropriate Regional Water Board and received at that office a minimum of 30 days from when the PLAN is noticed through our listserv. The request must include the entity or area under consideration and the item(s) of concern that prompted the request. If no public hearing is requested within 30 days of the Regional Water Board's electronic notice, coverage under the General Permit commences automatically.
