2/7/2019 - Administrative Civil Liability: Failure to File an Annual Water Use Report for 2016 - 2017 Hearings
The State Water Resources Control Board will hold public hearings to: 1) receive evidence relevant to determining whether Respondents violated regulations requiring the filing of an annual water use report; and 2) if a violation occurred, to determine the amount of administrative civil liability and adopt an order imposing civil liability upon Respondent.

11/30/2017 - Administrative Civil Liability: Failure to File an Annual Water Use Report for 2015 Hearings - The State Water Resources Control Board scheduled public hearings to: 1) receive evidence relevant to determining whether Respondents violated regulations requiring the filing of an annual water use report; and 2) if a violation occurred, to determine the amount of administrative civil liability and adopt an order imposing civil liability upon Respondent.

4/10/2017 - Administrative Civil Liability: Russian River Tributaries CDO and ACL Hearings - The State Water Resources Control Board scheduled hearings to receive evidence relevant to determining: 1) whether to adopt, with or without revision, draft Cease and Desist Orders for alleged violations of the requirements of an Enhanced Water Conservation regulation; or 2) whether to impose administrative civil liability, and in what amount, for alleged violations of an Enhanced Water Conservation regulation.

3/22/2017 - City of Adelanto - Hearing Regarding Administrative Civil Liability - The State Water Resources Control Board cancelled a hearing to receive evidence relevant to determining whether to impose Administrative Civil Liability (ACL) for Failure to File an Annual Water Use Report for 2015 for diversion from Mojave River in San Bernardino County.

2/12/2017 - Ronald B. Arrache - Administrative Civil Liability Complaint against Ronald B. Arrache for Failure to File 2015 Annual Use Report under License 374 (Application A001030), Diversion of Water From Red Canyon Creek, Unnamed Spring in Mono County

7/15/2015 – Michele M. Amendola & Jack A. Chandler: ACL – The purpose of this hearing was for the State Water Resources Control Board (State Water Board) to receive evidence to determine whether to impose Administrative Civil Liability (ACL) against Michele M. Amendola and Jack A. Chandler for unauthorized diversion of water and failure to file a Statement of Water Diversion and Use - Unnamed Stream tributary to Napa River in Napa County.

3/2/2009 – Auburn Dam Project Revocation Hearing – The purpose of this hearing was for the State Water Resources Control Board (State Water Board) to receive evidence relevant to determining whether Permits 16209, 16210, 16211 and 16212 (Applications 18721, 18723, 21636 and 21637), assigned to the United States Bureau of Reclamation (Bureau), should be revoked for failure to commence, prosecute with due diligence, and complete the work necessary to appropriate water and to apply the authorized water to beneficial use as described in the permits.

2/4/2005 – American River "FAS" Hearing – The State Water Resources Control Board (State Water Board) held a hearing regarding the petition filed by Southern California Water Company requesting the State Water Board to revise the Declaration of Fully Appropriated Streams for the American River, Sacramento County.

8/28/2001 – American River South Fork – State Water Resources Control Board Order WR 2001-22 and Decision 1635; Relating to El Dorado County Water Agency and El Dorado Irrigation District appropriation of water from Silver Lake, Caples Lake, Lake Aloha and South Fork American River. [El Dorado Project].

6/07/2016 - Byron-Bethany Irrigation District: ACL Hearing - The State Water Resources Control Board held a hearing to receive evidence relevant to determining whether to impose administrative civil liability for unauthorized diversion of water against the Bryon-Bethany Irrigation District (BBID) - Intake Channel to the Banks Pumping Plant (formerly Italian Slough) Contra Costa County.

6/11/2013 – David Burton (dba Speedy Creek Ranch): ACL Hearing – The State Water Board canceled the hearing to receive evidence to determine whether to impose Administrative Civil Liability (ACL) against David Burton (dba Speedy Creek Ranch) for failure to file a Statement of Water Diversion and Use - Unnamed Stream tributary to Bidwell Creek in Sonoma County.

5/28/2010 – B.J. Deis, A California Corporation: Revocation Hearing – The State Water Board scheduled but canceled a hearing to receive evidence to determine whether water right Permits 18257,19159,19160 and 19161 (Applications 25917, 27087, 27088 and 27089) should be revoked - Willow Creek in Lassen County .

7/29/2004 – Boulder Creek Golf and Country Club – The purpose of this hearing was for the State Water Resources Control Board to receive evidence relevant to determining whether it should affirm Administrative Civil Liability Complaint No. 262.5-27 issued to Boulder Creek Golf and Country Club. On June 28, 2004, the SWRCB issued Order WRO 2004-0032-EXEC that approved a settlement agreement between Boulder Creek Golf and SWRCB. Boulder Creek Golf subsequently withdrew their request for a hearing and the hearing was canceled.

12/07/2021 - College Lake Project Hearing - The State Water Board held a hearing and adopted a decision conditionally approving Application 32881 and release of state filed Application 18334 from priority in favor of Application 32881.

November 28, 2018 – Louis and Darcy Chacon: ACL Hearing - The State Water Resources Control Board held a hearing to receive evidence relevant to determining whether to impose, with or without revision, a draft Administrative Civil Liability against Louis and Darcy Chacon (Statement of Water Diversion and Use No. 000042 (S000042)) - Price Creek, tributary to Trinity River in Trinity County

07/08/2014 – Final Review of California American Water Company’s Water Supply Project - On September 26, 2012, the California Public Utility Commission (CPUC) asked the State Water Resources Control Board (State Water Board) whether the California American Water Company (Cal-Am) has the legal right to extract desalination feed water for the proposed Monterey Peninsula Water Supply Project (MPWSP). On November 16, 2012, the State Water Board informed the CPUC that State Water Board staff would prepare an initial report for the Commission and for public review.

05/29/2013 – D W Croft & G A Croft Family Trust, and David Croft (Trustee): ACL Hearing – The State Water Board will hold a hearing to receive evidence to determine whether to impose Administrative Civil Liability (ACL) against D W Croft & G A Croft Family Trust, and David Croft (Trustee) for failure to file a Statement of Water Diversion and Use - Unnamed Streams tributary to Mill Creek in Mendocino County.

08/22/2011 – California Department of Water Resources: Long-Term Transfer Petition Hearing – The State Water Board  canceled the public hearing to receive evidence in determining whether it should approve, subject to terms and conditions, a petition for long-term transfer of 10,000 acre-feet (af) of water under Permit 16482 (Application 17512) from the Department of Water Resources (DWR) to portions of the Westlands Water District (Westlands), the majority of which is served solely by the U.S. Bureau of Reclamation’s Central Valley Project. DWR’s petition requests that the long-term transfer be effective from May 1, 2011 through April 30, 2027.

10/30/2009 – California American Water (CAW) CDO Hearing – The State Water Board held a hearing in response to CAW’s request for hearing on a State Water Board Notice of Draft Cease and Desist Order Regarding Diversion of Water from the Carmel River in Monterey County.

6/15/2009 – Corda CDO Hearing – The State Water Resources Control Board canceled the public hearing to receive evidence relevant to determining whether to adopt a draft Cease and Desist Order against Minnie A. Corda, LLP and Testamentary Trust of Ernest H. Corda – Unnamed Stream tributary to San Antonio Creek thence Petaluma River in Marin County.

5/28/2009 – Consolidated Place of Use Petition Hearing – The State Water Board held a hearing to receive evidence relevant to determining whether to the approve California Department of Water Resources (DWR) and United States Bureau of Reclamation's (USBR) petition to consolidate the authorized place of use of the USBR’s permits and license to include the State Water Project (SWP) authorized place of use downstream of the Barker Slough and Harvey Banks Pumping Plants, and the DWR permits to include the Central Valley Project (CVP) and Friant authorized places of use downstream of the confluence of the Sacramento and Feather Rivers.

9/25/2007 – Carmel River Hearing / Aquifer Storage and Recover Project - Petition for Change Hearing – The purpose of this hearing was to receive evidence to be considered by the State Water Board in determining whether to approve Monterey Peninsula Water Management District’s (MPWMD) September 16, 2003 Petition to Change Permits 7130B and 20808 (Applications 11674B and 27614), related to MPWMD’s Phase-1; Aquifer Storage and Recovery Project (ASR Project) – Carmel River Monterey County.

5/19/2003 – Carmel River – D1632 Reconsideration Hearing – The State Water Resources Control Board discussed a draft order regarding Petitions for Reconsideration of Order Making Determinations Pursuant to Condition 10 of Decision 1632 of the order issued by Chief of the Division of Water Rights.

4/3/2002 – California-American Water Company – WRO 2001-04 Reconsideration Hearing – State Water Resources Control Board Order WRO 2002-0002, regarding the Matter of Reconsideration of WR Order 2001-04-DWR Implementing Condition 6 of Order WR 95-10 as modified by Order WR 98-04, regarding Diversions by California-American Water Company. [Carmel River].

12/1/2001 – Colorado River Water Use Plan – The State Water Resources Control Board gathered information on California's Colorado River Water Use Plan (California Plan) and other issues concerning water supply in Imperial Valley and coastal southern California.

Peters: ACL-CDO Hearing – The State Water Board held and adjourned the hearing to receive evidence to determine whether to impose Administrative Civil Liability (ACL) and adopt a Cease and Desist Order (CDO) against Nancy K. 04/09/2013 – Dunkel: CDO Hearing - The State Water Resources Control Board held a hearing to receive evidence relevant to determining whether to adopt, with or without revision, a draft Cease and Desist Order (CDO) against Mark and Valla Dunkel - Middle River in San Joaquin County.

8/14/2006 – Delta Salinity Draft CDO and WQRP Hearing – The State Water Resources Control Board held a hearing to determine whether to adopt Draft Cease and Desist Orders against the United States Bureau of Reclamation and California Department of Water Resources. [Sacramento River, San Joaquin River and Sacramento - San Joaquin Delta Channels - San Joaquin County].

8/23/2001 – Delta Wetlands Project – State Water Resources Control Board Decision 1643; regarding water right Applications 29062, 29066, 30268, and 30270 and petitions to change these applications.

7/15/2009 – Emmerson Investment, Inc. Revocation Hearing – The State Water Resources Control Board cancelled the hearing to receive evidence relevant to determining whether Permits 19164 and 19165 (Applications 26306 and 26307) should be revoked because the Permittee has failed to commence, prosecute with due diligence, and complete the work necessary to appropriate water under the permits, and because the Permittee has not made beneficial use of the water in accordance with the permits, the Water Code , and the State Water Board’s regulations. - Shasta River Tributary to Klamath River in Siskiyou County.

4/8/2009 – Golden State Water Company Revocation Hearing – The State Water Board canceled this hearing to receive evidence relevant to determining whether License 2329 (Application 1483) should be revoked - San Dimas Canyon Tributary to San Gabriel River in Los Angeles County.

5/13/2002 – Groundwater Legal Classification (Professor Joseph Sax's Report) – The State Water Resources Control Board gathered information regarding the test for classifying subterranean streams flowing through known and definite channels.

3/7/2008 – Klien Foods Inc., Cooley Ranch – State Water Resources Control Board, Division of Water Rights Division will conduct an investigation pursuant to California Water Code sections 1345 through 1348 for three pending “minor” water right applications within the Russian River watershed in Sonoma County. 4/23/2018 – Delbert Lehr and Jeff Lehr: CDO Hearing – The State Water Resources Control Board canceled a hearing to receive evidence relevant to determining whether to adopt, with or without revision, a draft Cease and Desist Order (CDO) against Delbert Lehr and Jeff Lehr for unauthorized diversions from East Branch of the N.F. 4/30/2009 – Lake Alpine Water Company and County of Alpine Hearing – The purpose of this hearing is for the State Water Board to receive evidence relevant to determining whether the State Water Board should approve, Lake Alpine Water Company’s and the County of Alpine’s (Applicants) (1) petition to change the place of use and purpose of use and add a point of diversion on State Filed Application (SFA) 5648, (2) petition for partial assignment of SFA 5648 and accompanying application (A5648X07), or (3) Application 31523 filed as a backup in the event the Applicants’ petitions are not approved – Bear Valley in Alpine County.

5/30/2008 – Lower Yuba River Accord Hearing – The State Water Board held a hearing to receive evidence relevant to determining whether the State Water Board should approve Yuba County Water Agency’s petition to modify water right Permits 15026, 15027 and 15030 (Applications 5632, 15204 and 15574) by making specific changes to the State Water Board’s Revised Decision 1644 (RD-1644) and Petition for Long-Term Transfer of Water under Permit 15026 (Application 5632); both permits related to the Lower Yuba River Accord– Lower Yuba River in Yuba County.

2/10/2006 – Lake Arrowhead CDO Hearing – The State Water Resources Control Board held a Hearing to Determine Whether to Issue An Order Consistent with Draft Cease and Desist Order No. 262.31-18 and Whether to Impose Administrative Civil Liability as Proposed in Administrative Civil Liability Complaint No. 262.5-40 against Lake Arrowhead Community Services District - Little Bear Creek Tributary to Deep Creek thence Mojave River San Bernardino County.

06/20/2014 – Millview County Water District Revocation Hearing – The State Water Resources Control Board held a hearing to receive evidence relevant to determining whether License 5763 (Application 15679) should be revoked because the Licensee has ceased to put water granted under the license to useful or beneficial purpose and has failed to observe terms and conditions of the license. – Russian River (Subterranean Stream) in Mendocino County.

08/20/2013 – Monterey County Water Resources Agency: Notice of Proposed Revocation – The State Water Board canceled the hearing to receive evidence to determine whether to revoke Permit 11043 because of Permittee’s failure to commence, prosecute with due diligence, and complete the work necessary to appropriate water under Permit 11043, and because of Permittee’s failure to make beneficial use of the water in accordance with the permit, the Water Code, and the State Water Board’s regulations – Salinas River in Monterey County.

01/18/2012 – Thomas Hill, Steven Gomes, and Millview County Water District: CDO Hearing – The State Water Resources Control Board held a hearing to receive evidence relevant to determining whether to adopt, with or without revision, a draft Cease and Desist Order (CDO) against Thomas Hill, Steven Gomes, and Millview County Water District - Russian River and Russian River Underflow.

12/23/2011 – Eni Menconi Trust: CDO Hearing – The State Water Resources Control Board intended to hold a hearing to receive evidence relevant to determining whether to adopt, with or without revision, a draft Cease and Desist Order (CDO) against Eni Menconi Trust.  The draft CDO was withdrawn - Middle River in San Joaquin County

4/22/2008 – North San Joaquin Water Conservation District – Order WR 2006-0018-DWR Reconsideration Hearing and ACL/CDO Hearing - The State Water Resources Control Board held hearings to  (1) determine whether to reconsider Order WR 2006-0018-DWR denying North San Joaquin Water Conservation District’s Petition for Extension of Time - Permit 10477 (Application 12842). and (2) to determine whether to issue an order consistent with a proposed Cease and Desist Order regarding unauthorized diversion of water and whether to impose administrative civil liability as proposed in Administrative Civil Liability Complaint No. 262.5-46.  [Mokelumne River, San Joaquin County].

10/8/2004 – Norrbom Revocation Hearing – The purpose of this hearing was for the State Water Resources Control Board (SWRCB) to receive evidence on whether the SWRCB should revoke water right Permit 20405 (Application 29396) held by Peter Norrbom for Diversion or Use of Water from an Unnamed Stream Tributary to Agua Caliente Creek. By letter dated September 28, 2004, Mr. Norrbom requested that the SWRCB cancel the scheduled hearing and revoke Permit 20405. Accordingly, the hearing was canceled.

1/5/2007 – Rio Vista (City) Proposed Revocation Hearing – The State Water Resources Control Board held a hearing on Proposed Revocation of Permit 19873 (Application 28480) of the City of Rio Vista.

3/10/2006 – Rancho Murieta Community Services District Revocation Hearing – The purpose of this hearing was to receive evidence that would have assisted the State Water Resources Control Board in determining whether Permit 16764 (Application 23418) of Rancho Murieta Community Services District (District) should be revoked. By letter dated March 8, 2006, the District requested that the State Water Board revoke Permit 16764 and cancel the scheduled hearing. This hearing was cancelled.

6/3/2005 – Russian River East Fork - C&D Hearing – The State Water Resources Control Board held a hearing to determine whether to adopt proposed cease and desist orders against Redwood Valley Water District.

05/15/2018 - Stornetta Family Trust and Newton Dal Poggetto (trustee): ACL-CDO Hearing - The State Water Board held a hearing to receive evidence relevant to determining: 1) whether to impose administrative civil liability for unauthorized diversion of water and for failure to file a required statement of water diversion and 2) whether to adopt a draft cease and desist order against Stornetta Family Trust and Newton Dal Poggetto, in his capacity as trustee of the Stornetta Family Trust (referred to collectively as Dal Poggetto) - Unnamed Stream tributary to Napa River in Napa County.  On May 15, 2018, the State Water Board issued Order WR 2018-0088 adopting a cease and desist order and imposing administrative civil liability against the Stornetta Family Trust and Newton Dal Poggetto.

01/09/2015 – Stanford Vina Ranch Irrigation Company Hearing – The purpose of this hearing was for the State Water Board to receive evidence relevant to determining whether to adopt a cease and desist order against Stanford Vina Ranch Irrigation Company (Stanford Vina). On December 15, 2014, the State Water Board issued Order WR 2014-0090-EXEC; per the terms of the attached November 20, 2014 Stipulation, the State Water Board and Stanford Vina agreed to settle the matter in lieu of proceeding to a hearing. The hearing was cancelled on January 9, 2015.

10/30/2009 – Santa Ana River Hearing – The State Water Board held a hearing to receive evidence relevant to determining whether the State Water Board should approve, subject to terms and conditions, all or any of water right application Nos. 31165 and 31370, for the San Bernardino Valley Municipal Water District and Western Municipal Water District of Riverside County (Muni/Western); 31174, for Orange County Water District; 31369, for the Chino Basin Watermaster; 31371, for San Bernardino Valley Water Conservation District; and 31372, for the City of Riverside; and to receive evidence relevant to determining whether the State Water Board should issue an order approving Wastewater Change Petition No. WW-0045 for the City of Riverside’s RWQCP and, if so, whether conditions are needed in the order to protect the environment, the public interest, and downstream water users.

10/5/2005 – Salinas Seawater Intrusion – The State Water Resources Control Board held a public workshop to receive progress reports from the Monterey County Water Resources Agency (MCWRA) and the Pajaro Valley Water Management Agency (PVWMA) regarding their efforts to control seawater intrusion into the groundwater aquifers in the Salinas Valley and the Pajaro Valley.

9/26/2003 – Santa Clara River Groundwater – The State Water Resources Control Board was going to hold a hearing to receive evidence in the matter of the determination of the legal classification of groundwater: Santa Clara River Valley East Subbasin in Los Angeles County. This hearing was cancelled.

4/10/2000 – Sloan, William and Jennifer – The State Water Resources Control Board held a hearing regarding Administrative Civil Liability Complaint No. 262.5-14 against William and Jennifer Sloan unnamed stream in Sonoma County.

2/6/2013 – Truckee River Watershed Hearing - The State Water Resources Control Board held a public hearing to determine whether to approve four change petitions and process two applications related to the Truckee River Operating Agreement within the Truckee River watershed.

10/6/2006 – Tejon Ranchcorp – Tejon Ranchcorp (TRC) filed water right Applications 30325, 30326, 31043 and 31047, to appropriate water from Tejon and El Paso Creeks in Kern County. The purpose of this hearing was to receive evidence to be considered by the State Water Board to resolve the protest of the California Department of Fish and Game (CDFG) against the above listed water right applications of TRC. Subsequently, TRC and CDFG notified the State Water Board that they agreed with the permit terms proposed by the Division of Water Rights, State Water Board, which were based on a Memorandum of Understanding, between the CDFG and TRC. Further, CDFG requested its protest be dismissed. Accordingly, the hearing was canceled.

May 2, 2019 – California WaterFix Project Water Right Change Petition Hearing - The State Water Board held a hearing to receive relevant evidence to be considered in determining whether to approve, subject to terms and conditions, a joint petition filed by the Department of Water Resources and the U.S. Bureau of Reclamation (collectively petitioners) to change certain water rights for the State Water Project and Central Valley Project, respectively, related to the California WaterFix Project (WaterFix).  On May 2, 2019, petitioners withdrew their petition for WaterFix, which ended the WaterFix hearing.

03/22/2017 - James J. Wittler - Hearing Regarding Administrative Civil Liability - The State Water Resources Control Board will hold a hearing to receive evidence relevant to determining whether to impose Administrative Civil Liability (ACL) for Failure to File an Annual Water Use Report for 2015 for diversion from Lone Tree Creek in San Joaquin County.

6/07/2016 - West Side Irrigation District: CDO Hearing - The State Water Resources Control Board held a hearing to receive evidence relevant to determining whether to adopt, with or without revision, a draft Cease and Desist Order (CDO) against West Side Irrigation District - Old River tributary to San Joaquin River in San Joaquin County.

March 22, 2016 - Woods Irrigation Company: CDO Supplemental Hearing - Pursuant to State Water Board Order WR 2012-0012, the State Water Resources Control Board scheduled, postponed and canceled a supplemental hearing for the limited purpose of allowing the Woods’ customers in the Woods service area to supplement the evidentiary record with evidence of water rights held by the Woods’ customers - Middle River in San Joaquin County.
