ITEM 4: OPERATOR CERTIFICATION AND TRAINING ADVISORY COMMITTEE APPOINTMENTS

DISCUSSION: The Water Code, Section 13631, requires that the State Water Resources Control Board (SWRCB) appoint a nine-member Operator Certification and Training Advisory Committee (Advisory Committee) to assist in carrying out its duties regarding wastewater treatment plant operator certification and training. The SWRCB has maintained an Advisory Committee since the wastewater treatment plant operator certification regulations were adopted in 1972. The SWRCB regulations require that Advisory Committee members be appointed for a four-year term. The terms of five Advisory Committee members expired June 30, 1998.

Nominations have been requested from those statewide agencies listed in the Water Code, Section 13631. Nominations have been received and are listed below:

For the period beginning July 1, 1998, and ending June 30, 2002:

1. Representing municipal treatment plant operators:

Don Hammond, Chief Operator

City of Anderson Wastewater Treatment Plant

(Nominated by the California Water Environment Association)

2. Representing municipalities:

Wendell Kido, Chief

Division of Water Quality, Sacramento County

(Nominated by the California State Association of Counties)

3. Representing professional engineers:

Philip L. Friess, Plant Manager, Joint Water Pollution Control Plant

Los Angeles County Sanitation Districts

(Nominated by State Water Resources Control Board staff)

4. Representing local sanitary agencies other than municipal:

Robert Beebe, General Manager

Dublin San Ramon Services District

(Nominated by the California Association of Sanitation Agencies)

When the remaining nomination is received, they will be brought to the Board for consideration for appointment.

POLICY ISSUE: Should the SWRCB appoint the nominated candidates to the Operator Certification and Training Advisory Committee?

FISCAL IMPACT: The Advisory Committee is not paid a salary and meets twice per year.: Authorized travel expenses are budgeted within the existing program.

RWQCB IMPACT: None.

STAFF RECOMMENDATION: That the SWRCB adopt a resolution appointing candidates to the Operator Certification and Training Advisory Committee.

RESOLUTION NO. 98 -

APPOINTMENT OF MEMBERS TO THE ADVISORY COMMITTEE FOR TRAINING AND CERTIFICATION OF WASTEWATER TREATMENT PLANT OPERATORS AND SUPERVISORS

WHEREAS:

1. Section 3718, Article 9, Chapter 26, Title 23 of the California Code of Regulations provides for a nine-member Operator Certification and Training Advisory Committee (Advisory Committee) appointed pursuant to Section 13631 of the Water Code;

2. The terms of five of the nine-member Advisory Committee expired on June 30, 1998; and

3. Nominations for the Advisory Committee were received from statewide organizations interested in wastewater treatment plant operations and water quality control and from State Water Resources Control Board staff.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board appoint the following to be members of the Advisory Committee. Terms shall be as follows:

For the period beginning July 1, 1998, and ending June 30, 2002:

1. Representing municipal treatment plant operators:
