ITEM 13: CONSIDERATION OF A PROPOSED RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR OR HIS DESIGNEE TO NEGOTIATE, EXECUTE, AND AMEND, AS NECESSARY, A STUDENT ASSISTANT CONTRACT WITH THE TRUSTEES OF THE CALIFORNIA STATE UNIVERSITY

DISCUSSION: The State Water Resources Control Board (State Water Board) has contracted with the Trustees of the California State University (Trustees) for the past fifteen years to provide all labor, materials, and equipment necessary to provide student assistant services for the Central Valley Regional Board. In June 1996, the State Water Board executed a contract with the Trustees to continue this service. This resolution is to authorize an amendment to this existing contract to continue student services through June 30, 1999. The total contract funding would not exceed $300,000 total for the Fiscal Years 96/97, 97/98 and 98/99.

POLICY ISSUE: Should the State Water Board adopt a proposed resolution authorizing the Executive Director or his designee to negotiate and amend, as necessary, the student assistant contract with the Trustees of the California State University?

FISCAL IMPACT: The resolution will authorize up to $300,000 to the contract for the Fiscal Years 96/97, 97/98 and 98/99. The total authorized for the Fiscal Year 98/99 would not exceed $190,070.

REGIONAL BOARD IMPACT: Yes, the Central Valley Regional Board is the participant in the student assistant contract. Contract funding is available in the Central Valley Regional Board budget to cover this contract amendment.

STAFF RECOMMENDATION: That the State Water Board adopt a resolution authorizing the Executive Director or his designee to negotiate and amend, as necessary, the student assistant contract with the Trustees of the California State University.

WHEREAS:
1. The State Water Resources Control Board (State Water Board) has contracted with the Trustees of the California State University (Trustees) for the past fifteen years to provide student assistant services to the Central Valley Regional Board.
2. In June 1996, the State Water Board contracted with the Trustees to continue that service and that contract now needs to be amended.
3. Contract funding for Fiscal Years 96/97, 97/98 and 98/99 would not exceed $300,000.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board authorize the Executive Director or his designee to negotiate and amend, as necessary, the student assistant contract with the Trustees of the California State University.
