SUBJECT: PROPOSED INTERAGENCY AGREEMENT BETWEEN THE STATE WATER RESOURCES CONTROL BOARD AND THE OFFICE OF THE SECRETARY FOR ENVIRONMENTAL PROTECTION TO PROVIDE FUNDING FOR SUPPORT OF ACTIVITIES FOR THE CALIFORNIA ENVIRONMENTAL PROTECTION AGENCY.

DISCUSSION: Each fiscal year, the Board enters into an Interagency Agreement with the Office of the Secretary for Environmental Protection to provide partial funding for California Environmental Protection Agency (Cal/EPA) staffing and operating costs. This agreement merely implements the funding agreement authorized in the 1998 Budget Act. The Budget Act appropriation reflects a "pro rata" approach by assigning special fund sources in each Cal/EPA organization a proportionate share of Cal/EPA support as determined by the number of personnel years in each organization.

POLICY ISSUE: None.

FISCAL IMPACT: The following funding sources were budgeted by the Board and are available for support of Cal/EPA. Funding for this Interagency Agreement consists of :

678,000 Indirect Cost

$795,000 TOTAL

RWQCB IMPACT: None.

STAFF RECOMMENDATION: That the Board adopt a resolution authorizing the Executive Director, or his designee, to negotiate and execute an Interagency Agreement with the Office of the Secretary for Environmental Protection to provide funding for support of Cal/EPA activities in and amount not to exceed $795,000 for FY 1998-99.

RESOLUTION NO. 98-__

AUTHORIZING NEGOTIATION AND EXECUTION OF AN INTERAGENCY AGREEMENT BETWEEN THE STATE WATER RESOURCES CONTROL BOARD AND THE OFFICE OF THE SECRETARY FOR ENVIRONMENTAL PROTECTION TO PROVIDE FUNDING FOR SUPPORT OF CALIFORNIA ENVIRONMENTAL PROTECTION AGENCY ACTIVITIES FOR FY 1998-99

WHEREAS:

1. The 1998 Budget Act authorized funding on a "pro-rata" basis from each Cal/EPA organization to provide funding for support of California Environmental Protection Agency activities for FY 1998-99.

2. The Board is one of the organizations under Cal/EPA.

3. Each fiscal year the Board enters into an interagency agreement with the Office of the Secretary for Environmental Protection to Provide funding for Cal/EPA staffing and operating costs.

THEREFORE BE IT RESOLVED:

That the State Water Board authorizes the Executive Director or his designee to negotiate and execute an Interagency Agreement with the Office of the Secretary for Environmental Protection to provide funding for support of Cal/EPA activities in an amount not to exceed $795,000 for Fiscal Year 1998-99.
