ITEM 8:REQUEST TO CONTRACT FOR $400,000 WITH THE DEPARTMENT OF ENERGY, REGENTS OF THE UNIVERSITY OF CALIFORNIA, LAWRENCE LIVERMORE NATIONAL LABORATORY TO INVESTIGATE AND RECOMMEND A COST-EFFECTIVE APPROACH TO IDENTIFY, QUANTIFY, AND MANAGE RISKS TO PUBLIC WATER SUPPLY SYSTEMS FROM FUEL RELEASES IN THE FORM OF A GEOGRAPHIC INFORMATION SYSTEM

DISCUSSION: The objective of this contract is to evaluate protocols for, and determine the feasibility of, establishing a statewide Geographic Information System (GIS) for Underground Storage Tanks, Leaking Underground Fuel Tanks (LUFTs), petroleum pipelines, and drinking water wells as required by legislative mandates (Chapters 814 and 815 of the statutes of 1997), and to collect and analyze the information the SWRCB needs to prepare a report to the Legislature due July 1, 1999, on the feasibility of a statewide GIS.

POLICY ISSUE: Should the State Water Resources Control Board (SWRCB) authorize the Executive Director, or his designee, to enter into a contract with Lawrence Livermore National Laboratory for $400,000 to determine the feasibility of establishing a statewide Geographic Information System and authorize the Executive Director or his designee to approve any fund augmentations or future amendments to this contact?

FISCAL IMPACT: Funds for this contract are budgeted under the Emergency, Abandoned, and Recalcitrant Fund (EAR) in the UST Cleanup Fund.

RWQCB IMPACT: No impact.

STAFF RECOMMENDATION: That the SWRCB authorize the Executive Director or his designee to enter into a contract for $400,000 with the Lawrence Livermore National Laboratory to determine the feasibility of establishing a statewide Geographic Information System and authorize the Executive Director or his designee or his designee to approve any fund augmentations or future amendments to this contract.

RESOLUTION NO. 98-

AUTHORIZATION TO THE EXECUTIVE DIRECTOR TO ENTER INTO A $400,000 CONTRACT WITH LAWRENCE LIVERMORE NATIONAL LABORATORIES TO DETERMINE THE FEASIBILITY OF ESTABLISHING A STATEWIDE GEOGRAPHIC INFORMATION SYSTEM

WHEREAS:

1. Chapters 814 and 815 of the statutes of 1997 require the State Water Resources Control Board to evaluate the feasibility and appropriateness of establishing a statewide Geographic Information System (GIS) for Underground Storage Tanks, Leaking Underground Fuel Tanks, petroleum pipelines, and drinking water wells on or before July 1, 1999.

2. The State Water Resources Control Board will contract with Lawrence Livermore National Laboratories to conduct a feasibility pilot study.

3. $400,000 from the Emergency, Abandoned, and Recalcitrant Fund (EAR) in the UST Cleanup Fund is available for this purpose .

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board hereby authorizes the Executive Director to enter into a $400,000 contract with Lawrence Livermore National Laboratories to determine the feasibility of establishing a statewide Geographic Information System and also authorizes the Executive Director or his designee to authorize any fund augmentations or future amendments to this contract.
