OPERATOR CERTIFICATION AND TRAINING ADVISORY COMMITTEE APPOINTMENTS.

 

DISCUSSION

 

The Water Code, Section 13631, requires that the State Water Resources Control Board

(SWRCB) appoint a nine-member Operator Certification and Training Advisory Committee

(Advisory Committee) to assist in carrying out its duties regarding wastewater treatment plant

operator certification and training.  The SWRCB has maintained an Advisory Committee since

the wastewater treatment plant operator certification regulations were adopted in 1972.  The

SWRCB regulations set specific four-year terms for Advisory Committee members.  The Water

Code also requires that members be appointed representing specified sectors interested in the

certification of wastewater treatment plant operators.  Robert Hydorn, the member appointed to

represent organized labor, is no longer employed by the International Union of Operating

Engineers, Local 39.  The California-Nevada Conference of Operating Engineers has submitted a

nomination to fill out the term of the member representing organized labor. 

 

For the period beginning October 21, 1999, and ending June 30, 2000, and representing

POLICY ISSUE

 

Should the SWRCB rescind the appointment of Robert Hydorn and appoint Dave Hamilton to

the Operator Certification and Training Advisory Committee?

 

RWQCB IMPACT

 

None.

 

FISCAL IMPACT

 

The Advisory Committee is not paid a salary and meets twice a year.  Authorized travel expenses

are budgeted within the existing program.

 

STAFF RECOMMENDATION

 

That the SWRCB adopt a resolution rescinding the appointment of the current member

representing organized labor and appointing the candidate to the Operator Certification and

Training Advisory Committee.

RESOLUTION NO. 99 - __

 

APPOINTMENT OF A MEMBER TO THE ADVISORY COMMITTEE

FOR TRAINING AND CERTIFICATION OF WASTEWATER

TREATMENT PLANT OPERATORS AND SUPERVISORS

 

 

WHEREAS:

 

1.  Section 3718, Chapter 4, Title 23 of the California Code of Regulations provides for a nine-member Operator Certification

and Training Advisory Committee (Advisory Committee) appointed pursuant to Section 13631 of the Water Code;

 

2.  The member appointed to represent organized labor is no longer employed by the International Union of Operating

Engineers, Local 39;

 

3.  A nomination was received to fill out the term of the member representing organized labor.

 

THEREFORE BE IT RESOLVED THAT:

 

The State Water Resources Control Board:

 

1.  Rescinds the appointment of Robert Hydorn as a member of the Advisory Committee;

 

2.  Appoints the following to be a member of the Advisory Committee for the period

beginning September 16, 1999, and ending June 30, 2000:
