BOARD MEETING SESSION -- CENTRAL VALLEY REGIONAL BOARD

ITEM:              9

 

DISCUSSION:  The State Water Resources Control Board (State Water Board) has contracted with the

Trustees of the California State University (Trustees) for the past sixteen years to provide all labor,

materials, and equipment necessary to provide student assistant services for the Central Valley Regional

Water Quality Control Board (CVRWQCB).  In June of 1997, the State Water Board executed a contract

with the Trustees in Fresno to continue this service.  The current contract expires on June 30, 2000.  The

contract must be amended to increase the allotment to continue funding through the end of this fiscal

year.  In addition, a new Master Agreement must be negotiated and approved for the continuing

fiscal years. 

 

The CVRWQCB also has a Master Agreement with the Trustees in Sacramento to fund the students in

the Sacramento and Redding offices.  That Master Agreement is a five-year agreement that expires in

FY 2003-04.  The CVRWQCB would like the two Master Agreements to run consistently with each

other for tracking purposes. 

 

The proposed resolutions authorize:  (1) an amendment to the existing contract to add $63,000

to continue student services through June 30, 2000; and (2) accept a new Master Agreement with a

contract allocation of approximately $111,000 for each year from FY 2000-01 through 2003-04. 

The current year contract funding would not exceed $263,000, and the new Master Agreement

would not exceed $444,000.

 

POLICY ISSUE:  Should the State Water Board adopt two proposed resolutions authorizing the

Executive Director or his designee to:  (1) amend the student assistant contract with the Trustees of

the California State University in Fresno, and (2) negotiate and execute a new Master Agreement

with the Trustees of the California State University in Fresno?

 

FISCAL IMPACT:  The resolutions will (1) authorize up to $263,000 for the existing contract which

expires June 30, 2000, and (2) authorize up to $444,000 for FY 2000-01 through 2003-04 for the

new Master Agreement

 

REGIONAL BOARD IMPACT:   The CVRWQCB is the participant in the student assistant contract.

Funding is available in the CVRWQCB budget to cover this contract amendment and renewal. The

CVRWQCB and Budget Office will work together to ensure the necessary annual allotments are

reflected in the contract line item.

 

STAFF RECOMMENDATION:  That the State Water Board adopt two resolutions authorizing the

Executive Director or his designee to negotiate and amend, as necessary, the student assistant contract

with the Trustees of the California State University.

AUTHORIZING THE EXECUTIVE DIRECTOR OR HIS DESIGNEE TO NEGOTIATE AND AMEND AS NECESSARY, THE STUDENT ASSISTANT CONTRACT WITH THE TRUSTEES OF THE CALIFORNIA STATE UNIVERSITY

 

 

WHEREAS:

 

1.  The State Water Resources Control Board (State Water Board) has contracted with the Trustees of the California State University (Trustees) for the past sixteen years to provide student assistant services to the Central Valley Regional Board Fresno Branch Office.

 

2.  In June 1997, the State Water Board contracted with the Trustees to continue that service and that contract now needs to be amended for $63,000.

 

3.  Contract funding for Fiscal Years 1997-98, 1998-99, 1999-00 shall not exceed $263,000.

 

 

THEREFORE BE IT RESOLVED THAT:

 

The State Water Resources Control Board authorizes the Executive Director or his designee to negotiate and amend, as necessary, the student assistant contract with the Trustees of the California State University.
