STATE WATER RESOURCES CONTROL BOARD

WORKSHOP SESSION--DIVISION OF WATER QUALITY

MAY 3, 2000

ITEM:  8

SUBJECT:

CONSIDERATION OF A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR OR HIS DESIGNEE TO NEGOTIATE AND EXECUTE A CONSOLIDATED LABORATORY ANALYTICAL SERVICES AGREEMENT

WITH THE DEPARTMENT OF HEALTH SERVICES (DHS) FOR FISCAL YEAR (FY) 2000-01

DISCUSSION:

The Regional Water Quality Control Boards (RWQCBs) use the services of outside laboratories to supplement their own capabilities for analysis of water quality samples.  Samples are taken by the RWQCBs for a variety of reasons, including compliance monitoring, enforcement actions, special water quality studies, and update of basin plans.  The DHS has performed some of the required analyses for the RWQCBs under interagency agreement since 1976.  It is proposed to continue this arrangement for the Los Angeles Regional Water Quality Control Board (LARWQCB) and the Colorado River Basin Regional Water Quality Control Board (CRBRWQCB) in FY 2000-01.  The proposed amount for the LARWQCB would be $200,000; the proposed amount for the CRBRWQCB would be $74,557.

POLICY ISSUE:

Should the SWRCB authorize the Executive Director or his designee to negotiate and execute a consolidated laboratory analytical services agreement with DHS in an amount not to exceed $274,557 to provide laboratory analytical services for the LARWQCB and CRBRWQCB?

FISCAL IMPACT:

The Regional Boards will work with the Budget Office to ensure that there is adequate contract authority.

RWQCB IMPACT:

Yes.  CRBRWQCB and LARWQCB.

STAFF RECOMMENDATION:

That the SWRCB authorize the Executive Director or his designee to negotiate and execute a consolidated laboratory analytical services agreement with DHS in an amount not to exceed $274,557 to provide laboratory analytical services for the LARWQCB and CRBRWQCB.
