Any member of the public may address and ask questions of the Board relating to any matter within the State Water Board’s jurisdiction provided the matter is not on the agenda, or pending before the California Water Boards.  Presentations at the Public Forum will be limited to 5 minutes or otherwise at the discretion of the Chairman.

FINANCIAL ASSISTANCE

1.  Consideration of a resolution authorizing issuance of Clean Water Act Section 319(h) grants to implement the Agricultural Water Quality Grant Program

 2.  Consideration of a resolution adopting the Proposition 40 Clean Beaches Initiative Grant Program List

3.  Consideration of a resolution adopting the Water Recycling Funding Program ranking for allocation of Proposition 50 Construction Grant Funds

4.  Consideration of a resolution waiving the Seawater Intrusion Control Program Guidelines for the Orange County Water District groundwater replenishment system; SWIC PROJECT Nos. 3021-110 and 3021-120

5.  Consideration of a resolution adopting the permanent regulations for the Replacing, Removing, or Upgrading Petroleum Underground Storage Tanks (RUST) Grant and Loan Program

6.  Consideration of a resolution authorizing allocation of $1.8 million from the Cleanup and Abatement Account to fund positions authorized for Brownfields investigations in the Spills, Leaks, Investigations, and Cleanup Program

7. Consideration of a resolution authorizing an increase in funding for the Lagunitas Creek Watershed Improvement Program Grant (Proposition 13 - Marin County Resource Conservation District PIN #477)

8.  Consideration of a resolution approving the application for and acceptance of a Wetlands Program Development Grant from the U.S. Environmental Protection Agency to conduct a wetland mitigation study

WATER QUALITY
9.  Consideration of adoption of the proposed amendments to the California Ocean Plan:  (1) reasonable potential, determining when California Ocean Plan water quality-based effluent limitations are required, and (2) minor changes to the Areas of Special Biological Significance, and exception provisions-- (The written comment period ended April 6, 2005).

WATER RIGHTS  (Informational Report)
10.  The Sonoma County Water Agency will present a Water Conservation Status Report.  This item is a continuation of an item heard at the November 18, 2004 State Water Board Workshop.

 

The Board encourages submittal of written comments.  Unless otherwise specified, written comments must be submitted by 12:00 p.m., April 18, 2005 and will not be accepted after that time.  Time limitations on presentations may be imposed.
