Electronic Annual Report (EAR) Assistance

Our Electronic Annual Reporting (EAR) System is released for general use by California's public water systems. This system is intended as the method by which annual water usage, contact information, and critical water system information is reported to the State Water Resources Control Board, Division of Drinking Water.

EAR registration information

Registration and Login are required before you may enter the system. For those who have previously registered for an EAR account, please enter your User Name (email address) and click on Continue. If you do not remember your password, please click on Forgot Password? and a new password will be emailed to you.

NOTE: the DRINC Portal is a separate system with its own registration.

The Water Board provides a number of options to assist water systems in completing the EAR. These options include self-guided training and reference materials, access to DDW District or LPA contacts for quick assistance with questions related to the survey, and one-on-one technical assistance for systems that need more specialized help in completing the EAR.

To assist water systems in completing the EAR, water systems are encouraged to reach out to your DDW District or County Local Primacy Agency (LPA). Contact information for the DDW Districts and LPAs are provided below:

  Request Technical Assistance to Complete the EAR (for Eligible Systems Only)

The Water Board offers assistance to eligible water systems for more in-depth help to complete the EAR through the Water Board’s Division of Financial Assistance Technical Assistance Program.

Eligible water systems: TA is available to Community Water Systems (CWS) and Nontransient Noncommunity (NTNC) Water Systems,and Transient Noncommunity Water (TNC) Systems with priority to CWSs serving small (less than 10,000 people) disadvantaged (median household income [MHI] < 80% statewide MHI) communities (small DACs).  NTNC and TNC Water Systems are strongly encouraged to reach out to their DDW District Office or LPA program staff to resolve questions about the 2020 EAR before requesting TA.

NOTE:  Each public water system is responsible for complying with the deadline for submission of the 2020 EAR of May 15, 2021, regardless of the status of submission of or response to any TA request.
