Tentative Closure and Post-Closure Waste Discharge Requirements for Solar Electric Generating Systems (SEGS) I & II, Sunray Land Company, Daggett, San Bernardino County

Overview

On November 8, 1996, the Lahontan Regional Water Quality Control Board (Water Board) issued Board Order No. 6-96-160 (Order) to LUZ Engineering and Southern California Edison (Dischargers) to regulate discharges of wastewater and soils contaminated with Heat Transfer Fluid (HTF) at the SEGS I & II facility in Daggett. The Order required the Dischargers to dispose of salty wastewater in lined surface impoundments to evaporate the water and contain the residual salts. The Order also required the Dischargers to treat HTF-contaminated soils in land treatment units prior to reuse on-site as backfill material. Cogentrix purchased the Site in 2009 and continued operating the facility. In 2015, Sunray Land Company, LLC purchased the Site from Cogentrix and began the retooling of the facility from a concentrating solar thermal facility which generated salty wastewater and HTF-contaminated soils to a photovoltaic-based facility which no longer generated salty wastewater or HTF-contaminated soils. The facility conversion was completed in 2017. On January 28, 2019, Sunray Land Company, LLC submitted a Final Closure and Post-Closure Maintenance Plan (FCPCMP) to close the surface impoundments and land treatment units and begin the Post-Closure Maintenance Period. Water Board staff has prepared Tentative Closure and Post-Closure Waste Discharge Requirements (WDRs) for the facility and is seeking public comments on the regulatory actions.
