Submitted Monitoring Plan for the Combined Recreational Standards Basin Plan Amendment and the Middle Santa Ana River Bacterial Indicator TMDL Programs

The Middle Santa Ana River Bacterial Indicator TMDL Task Force and the stakeholders responsible for establishing the monitoring program for the Basin Plan revisions  that resulted from the recently USEPA-approved Recreational Standards Basin Plan Amendment (R8-2012-0001) have proposed to combine the required sampling tasks from those two programs under a unified Regional Bacteria Monitoring Plan.  That Regional Bacteria Monitoring Plan and the accompanying Quality Assurance Protection Plan (QAPP) have been submitted and will be considered for adoption by the Santa Ana Regional Board at the regularly scheduled March 11, 2016 meeting that will take place at the Loma Linda City Council Chambers. 

 

The Chino Basin Water Master and the Milk Producers Council have submitted a Bacterial Agricultural Source Management Plan (BASMP) for a portion of the Middle Santa Ana River Watershed, to meet the requirements of Task 5.2 of the Total Maximum Daily Load (TMDL) for bacterial indicators in the Middle Santa Ana River. Waste Discharge Requirements were adopted for the cities of Claremont and Pomona for implementation of the Bacterial Indicator TMDL for the Middle Santa Ana River (Order No. R8-2013-0043) on September 13, 2013. One of the requirements was that the cities prepare individual Comprehensive Bacteria Reduction Plans (CBRPs) that would work in conjunction with the CBRPs prepared by Riverside and San Bernardino Counties. The Claremont and Pomona CBRPs will be considered for approval at the March 14, 2014 regular Regional Board Meeting.

CBRPs were approved by the Regional Board for Riverside and San Bernardino Counties at the Board meeting held on February 10, 2012. Each county's CBRP and attachments are provided below along with the Regional Board resolutions signifying the Board's approval. The Regional Board's Staff Report summarizing the CBRPs is also provided.

At its Board meeting held on January 29, 2010, the Regional Board adopted the orders identified below approving revised Municipal Separate Storm Sewer System (MS4) permits for Riverside and San Bernardino Counties. These permits include requirements for Comprehensive Bacteria Reduction Plans to address excessive levels of bacteria in impaired Middle Santa Ana River waterbodies.
