Therefore, the use support rating for oxygen saturation is set at Insufficient Information. This conclusion is based on the staff findings that: 1. Regional Board Conclusion:	This pollutant is being considered for placement on the CWA section 303(d) List under section 3.2 of the Listing Policy. Under section 3.2 a single line of evidence is necessary to assess listing status. Two lines of evidence are available in the administrative record to assess this pollutant. Zero of the 147 grab samples exceed the evaluation guideline (optimum range for steelhead, Moyle, 1976) used to interpret the narrative water quality objective. In addition, LOE 55558 summarizes 106 days of continuous temperature measurements which are evaluated by calculating maximum weekly maximum temperature (MWMT). The MWMT does exceed the evaluation guideline applied to long term continuous temperature data (MWMT for Central Coast Coho, NOAA, 2012) used to interpret the narrative water quality objective. For reference, the MWMT was exceeded on 47 of the 106 days but the MWMT did not exceeded 18 degrees in Newell Creek during the period of measurement. Eighteen degrees is the EPA temperature criterion for non-core salmon and trout. However, for this assessment, the 16 degree MWMT is used as it is more appropriate and protective for this waterbody. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against placing this water segment-pollutant combination on the CWA section 303(d) List. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. Zero of the 147 grab samples and the single MWMT calculated value exceed the evaluation guidelines but, this does not exceed the allowable frequency listed in Table 3.2 of the Listing Policy. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.

Water temperature data submitted by the Lompico Watershed Conservancy from the summer months of 2005 showed that the maximum weekly maximum temperature (MWMT) exceeded 16 degrees Celsius because of co-existance with Coho historically in this watershed. The MWMT is an average for the year and therefore, for the purpose of this assessment is counted as a single sample and exceedance.

The temperature ranged from 13.97 - 17.46 and did not exceed18 during the period of record.

A total of 106 MWMTs were calculated and of those, 47 days had an MWMT that exceeded 16 degrees.

Evaluation Guideline:

Per the Central Coast Coho Salmon Recovery Plan, Vol III, pages 55-56 (NOAA, 2012) population level temperature rating of 16 degrees C (temperature expressed as maximum weekly maximum temperature or MWMT) are protective of juvenile coho during rearing season (summer). This threshold is protective of chronic exposure to elevated water temperatures which can result decline and absence of juvenile coho in habitats. This is also consistent with the 'U.S. EPA Region 10 Guidance for Pacific Northwest State and Tribal Temperature Water Quality Standards' (USEPA 2003), in which the U.S. EPA recommends a criterion for the protection of moderate to high density summertime salmon and trout juvenile rearing (i.e., core juvenile rearing) of a maximum weekly maximum temperature (MWMT) of 16 degrees C. The MWMT is also known as the maximum 7-day average of daily maximums (7DADM). The 16 degrees C MWMT criterion is recommended to (1) safely protect juvenile salmon and trout from lethal temperatures; (2) provide upper optimal conditions for juvenile growth under limited food during the period of summer maximum temperatures and optimal temperatures for other times of the growth season; (3) avoid temperatures where juvenile salmon and trout are at a competitive disadvantage with other fish; (4) protect against temperature induced elevated disease rates; and (5) provide temperatures that studies show juvenile salmon and trout prefer and are found in high densities. Both the CDFG and NOAA strongly support the use of the USEPA temperature guidance for the purposes of water quality assessment in California.

Regional Board Conclusion:	This pollutant is being considered for placement on the section 303(d) list under sections 2.1 and 3.2 of the Listing Policy. Five lines of evidence are available in the administrative record to assess this pollutant. Based on section 3.2 the site exceeded numeric objectives for conventional pollutants. According to the binomial distribution, waters shall be placed on the section 303(d) list if the number of measured exceedances supports rejection of the null hypothesis as presented in Table 3.2. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. Twenty-six of the 146 samples exceeded the Cold Freshwater Habitat water quality objective for pH and this exceeds the allowable frequency listed in Table 3.2 of the Listing Policy. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.

Water Quality Objective/Criterion:

Waters shall not contain concentrations of chemical constituents in amounts which adversely affect the agricultural beneficial use. Interpretation of adverse effect shall be as derived from the University of California Agricultural Extension Service guidelines provided in Table 3-3 (Central Coast Waterboard Basin Plan, Chapter III, Section II.A.2 Objectives for all Inland and Surface Waters, Enclosed Bays and Estuaries). In Table 3-3 of the Basin Plan (page III-8), water quality guidelines state that severe problems may occur when pH is greater than 8.4 or less than 6.5 in irrigation supply water.
