Regional Board Conclusion: This pollutant is being considered for removal from the section 303(d) list under section 4.1 of the Listing Policy. Under section 4.1 a one line of evidence is necessary to assess listing status.

Two lines of evidence are available in the administrative record to assess this pollutant. Line of evidence 3922 is a placeholder line of evidence and the information contained in the line of evidence will not be considered in this decision. Zero of the samples exceed the water quality objective.

Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against removing this water segment-pollutant combination in the Water Quality Limited Segments Being Addressed portion of the section 303(d) list.

This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Zero of 22 samples exceeded the one-hour objective for ammonia and this sample size is insufficient to determine with the power and confidence of the Listing Policy if standards are not met. A minimum of 28 samples is needed for application of table 4.1.
4. Pursuant to Section 4.11 of the Listing Policy, no additional data and information are available indicating that standards are met.

Regional Board Decision Recommendation: This is a decision previously approved by the State Water Resources Control Board and the USEPA. No new data were assessed by the Regional Board for the current cycle. The decision has not changed.

State Board Review of Regional Board Conclusion and Recommendation:

State Board Decision Recommendation: After review of this Regional Board decision, SWRCB staff recommend the decision be approved by the State Board.

Number of Samples: 22
Number of Exceedances: 0

Data and Information Type: Fixed station physical/chemical (conventional plus toxic pollutants)
Data Used to Assess Water Quality: Zero of 22 samples exceeded the one-hour objective for ammonia and zero out of 11 samples exceeded the 30-day average objective. All samples analyzed against the acute and chronic criteria had available pH and temperature data which was used to calculate the criteria. The temperature ranged from 7.2 to 27.5 C and the pH ranged from 6.7 to 9.1. Water quality samples were taken and analyzed for ammonia in accordance with the City Long Beach MS4 Permit monitoring and testing parameters.

SWAMP Data: Non-SWAMP

Water Quality Objective/Criterion: The Basin Plan states, "In order to protect aquatic life, ammonia concentrations in inland surface waters characteristic of freshwater shall not exceed the values calculated for the appropriate instream conditions shown in Tables 3-1 to 3-3." The one-hour average objective is dependent on pH and the presence or absence of early life stages of fish (ELS) but not temperature. The 30-day average objective is dependent on pH, temperature and ELS in Tables 3-1 to 3-3. The ammonia objectives and the pH and temperature dependent formula are found in Attachment A of Regional Board Resolution No. 2002-011.

Regional Board Conclusion: This pollutant is being considered for removal from the section 303(d) list under section 4.1 of the Listing Policy. Under section 4.1 a single line of evidence is necessary to assess listing status.

One line of evidence is available in the administrative record to assess this pollutant. This line of evidence was probably used to place this water body pollutant combination on the 303(d) list originally. One of the samples exceed the ERM sediment quality guidance and the number of samples is insufficient to make a delisting determination with the confidence and power required by the Listing Policy.

Based on the readily available data and information, the weight of evidence indicates that there is insufficient justification in favor of removing this water segment-pollutant combination from the section 303(d) list.

This conclusion is based on the staff findings that:
1.The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2.The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3.One of four samples exceeded the ERM sediment guideline. At least 28 samples are needed before a pollutant can be considered for removal from the list using the frequencies presented in Table 4.1 of the Listing Policy.
4.Pursuant to section 4.11 of the Listing Policy, no additional data and information are available indicating that standards are met.

Regional Board Conclusion: This pollutant is being considered for placement on the section 303(d) list under section 3.11 of the Listing Policy. Under section 3.11, listing may be proposed based on the situation-specific weight of evidence.

One line of evidence is available in the administrative record to assess this
pollutant. The line of evidence is photographic evidence showing large amounts of trash in this water body.

Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.

This conclusion is based on the staff findings that:
1. Data and information has been evaluated that supports this decision.
2. The trash shown in the photos exceeded the narrative objective in the
water body for protection of aquatic life and contact and noncontact recreational beneficial uses.
3. Pursuant to section 3.11 of the Listing Policy, there is no additional information showing that standards are being met.

Regional Board Conclusion: Regional Board Conclusion:
This pollutant is being considered for placement on the section 303(d) list under section 3.2 of the Listing Policy. Under section 3.2 a single line of evidence is necessary to assess listing status.

One line of evidence is available in the administrative record to assess this pollutant. Four samples exceeded the pH water quality objective.

Based on the readily available data and information, the weight of evidence indicates that there is insufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.

This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Four out of 7 samples exceeded the pH water quality objective and this does not exceed the allowable frequency listed in Table 3.2 of the Listing Policy.
4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.

State Board Review and Conclusion:
Los Angeles Regional Board staff provided State Water Board staff pH data that were mistakenly omitted from the staff report for consideration of adoption by Los Angeles Water Board. State Water Board staff re-evaluated the available data and the recommendation has been revised. Based on the result of the data re-evaluation, State Water Board staff recommend to List Los Cerritos Channel for pH. The revised recommendation is as follows:

Two lines of evidence are available in the administrative record to assess this pollutant. A total of ten out of 28 samples exceeded the pH water quality objective.

Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category.

This conclusion is based on the staff findings that:
1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy.
2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy.
3. Ten out of 28 samples exceeded the pH water quality objective and this exceeds the allowable frequency listed in Table 3.2 of the Listing Policy.
4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.

Regional Board Decision Recommendation: This is a decision previously approved by the State Water Resources Control Board and the USEPA. No new data were assessed by the Regional Board for the current cycle. The decision has not changed.

Spatial Representation: Two sample sites Los Cerritos Channel monitoring station and Dominguez Gap monitoring station.
Temporal Representation: Four samples taken at Los Cerritos Channel during 11/11/02, 12/12/02, 2/12/03, and 2/25/03. Three samples taken at Dominguez Gap in 2/12/03, 2/25/03, 3/16/03.
Environmental Conditions: pH in stormwater is not unusual since rainwater is slightly acidic due to dissolved
carbon dioxide scavenged from the atmosphere. The average pH of rainwater in Southern California is reported to be approximately 5.2
